Lincolnshire’s
latest “Quality Council” is announced…..
The
“Quality Council Assessment Panel” for Lincolnshire, appointed by the Deputy
Prime Minister has just given its approval to Tattershall with Thorpe Parish
Council becoming the third “Quality” Council in the County.
The “Quality Council”
scheme was set up by Government as part of a range of initiatives introduced
after the publication of the “Rural White paper” setting out its future
policies for rural communities. The award, demonstrates the Parish Council
has now achieved an officially recognised and demonstrable level of
competence.
Residents of the Parishes
can be assured that their Council is undertaking its duties in a proper
manner, and is forward thinking in terms of providing, or ensuring others
provide quality services for the residents.
Members were quick to
acknowledge the work undertaken by the Parish Clerk, Tracy Wall, remarking
that it could not be a Quality Council without a Quality Clerk .
Upon hearing the news
Tracy said, “I
am absolutely delighted the Council has achieved this success. Councillors
have worked hard, been very supportive in every way, and have willingly
adapted to change to ensure we comply as a 'Quality Council” Tracy added
“The Chairman, Gill Shaw, has also been an excellent support to me not only
in the application for Quality Status but in her everyday role of Chairman
for which I thank her enormously.”
Richard Enderby, secretary
to the panel, advised “The qualification is not easy to achieve. The
requirements assessed by the Panel, include a range of mandatory and
selective items, designed to demonstrate the Council follows legal
procedures, good practice guidelines, and properly leads and serves its
community. Unlike other Parish Councils a Quality Council must also have a
qualified clerk, show that it consults with residents, and ensure 80% of its
members have put themselves forward for election, and not just been
co-opted by other Councillors”

| Richard added “Although
it is a difficult qualification to achieve, having proven their expertise,
we look to Government to introduce extra funding and powers for Councils
achieving this level of competence. They have already demonstrated they
would spend additional monies wisely to provide benefits to their
community.” Robin Tucker, Independent
chairman of the Panel advised “The Panel was again impressed with the
standard of the application, and I am delighted to be able to announce the
award, and arrange for their certificate to be signed and presented.
The Council will receive
an official certificate and will also be entitled to use the official
Government approved “Quality logo.”
