Minutes of the Meeting held of Tattershall with Thorpe Parish Council held on 3rd November 2009, at 7.15pm – Tattershall Library & CAP
 

Public Forum – Following the market place repairs the road markings have not been reinstated, the clerk was requested to write to Highways.  The bus timetable was discussed, this is in the clerk’s office and a new timetable is to be requested following which the timetable will be reinstated.  There is still a tree without a guard which will be addressed.  Kiosk glass is broken.  Times for remembrance services will be displayed together with bus times.  Lights 6 & 7 at the rear of Cromwell Place are vandalised and inoperative – clerk to action with ELDC.  The Christmas tree will be installed on 29th November.  Cllr Pow gave the Police report – Halloween passed off OK a problem is being monitored in the Castle Car Park and there have been incidents of cows escaping.  An open invitation has been given from Inspector Mark French to any parish councillor who wishes to spend some time on the beat.

Chairman’s Report – Cllr Pick advised the meeting of the successful recent twinning trip.

4339    Declarations of Interest in accordance with 2000 Local government act Declarations made by following:

Cllr R Pick item 7b employed by Cemex, 9a neighbour to Mr Dowsett and 11a Employed in aggregates industry.

4340    Notes – It was proposed, seconded & resolved unanimously that the notes of the last meeting held on 6th October 2009, having been previously circulated, were approved as a true record of minutes, Chairman signed & dated.

4341    Clerks Report –  a) the Annual Parish Meeting for Thorpe was agreed for 27th May 2010, b) It was proposed to have a Youth Achievement Award to include the youth in the parish with a cash prize and a certificate, nominations for suitable candidates will be received for two different age groups.  It may be possible to include Coningsby Town Council in this initiative.  This item is to be discussed at the next meeting and further information is to be sought.  Expenditure is to be budgeted for also, c) Information was delivered to those present on the processing of the grant application for the War Memorial at Thorpe, d) The Clerk’s contract of employment was agreed, signed and resolved, the office opening hours were discussed and it was resolved to change Thursday to Friday opening with effect from 1st December 2009.  The relevant public notices are to be amended where necessary and an advert placed in the press.  Dates of forthcoming meeting were circulated to all parish councillors, e) Details of the insurance problem for the vandalised bins was discussed and the clerk is to investigate further, f) It was resolved to allow the street collection permit, g) Details of works to be carried out to the footpath were read to the meeting.

b)         The meeting was advised that the budget for 2010/2011 will be discussed in detail at the F & GP committee meeting on 10/11/09.

c)         A £20 contingency for the Tree Lighting Event was proposed, seconded and resolved.

d)         It was proposed to purchase a microphone, however following discussion it was resolved to borrow a loud haler instead.

4343    Planning – during the second item cllr Pick left the room.

a)         Full PP S/175/01993/09 – 23 High Street, Tattershall.

b)         Cemex – The parish council feels very strongly about the proposal for all traffic from this site to be sent through Tattershall Thorpe, this is not acceptable.  We must make our comments heard and speak at the planning committee meeting if at all possible.  It is believed that consultation has been extended to the end of December.  The clerk is to write another letter.  There should be weight restrictions on Lodge Road and Hunters Lane.  The original proposal for 50% traffic was acceptable.

It was proposed, seconded and resolved to amend the order of the agenda and item 9a) was discussed next.

4344    Correspondence – Two letters have been received from Mr Dowsett and should anyone wish to read them they are to contact the clerk.

4345    Planning –

c)         Local Development Framework – There is a deadline for our comments of 18th December and the draft core strategy is in circulation, this item will be discussed further at the next meeting.

4346    Market Place and Greens –

a)         Land on Castleview – there is nothing further to report and this is to be on the next agenda.

b)         Dangerous Tree in Church Yard – Cllr Barrack reported on the condition of two branches on a lime tree alongside the bowling green.  Clerk to contact N Sardeson regarding what action should have been taken and to report at the next meeting.

c)         Allotments – Cllr Haynes is going to place an article in the Newsletter and a piece of land that may be available was discussed at Carwood Crescent, Thorpe.

4347    Public Lighting and Amenity matters in the Parish – (Cllr Pick left the room for this item) Cllr Harvey gave an update on the Aggregates Levy Fund.

a)         Aggregates Board – It was proposed that we properly formalise the grass triangle, Highways are to be contacted for plans to carry out this work and the clerk is to request funds from Cemex.

4348    Reports from outside meetings – Cllr Mrs Abbiss has attended a meeting concerning children leaving school and the school buses at Gartree.  Children have been given instructions to leave through appropriate gates and buses are to be given a timed arrival to avoid blocking the gateways.

4349    Reports from District and County Councillors – There were none.

4350    Items for Next Agenda – Youth Award, Allotments, Trees in Church Yard, LDF, Aggregate Levy, Insurance.  Dates of Next Meeting – Tuesday 10th November F & GP committee and Tuesday 1st December Full Council meeting, both will start at 7.15pm.

There being no further business the meeting closed at 8.50pm.
