Minutes November 2006

 

Minutes of the Meeting of Tattershall with Thorpe Parish Council held on Tuesday 7th November 2006, at 7.15pm at the Holy Trinity Primary School, Tattershall

 Public Interval:  Guest speaker, Nina Lightfoot and her colleague Derek Burbeck from the Advice Centre, Sleaford, addressed the meeting on the subject of the Volunteer Driving Scheme.  The Scheme was to be promoted in Tattershall to assess the feasibility of the project.  Representatives of Holy Trinity Primary School and Clinton Park Primary School gave a brief report detailing the arrangements for the Christmas Fair.  PCSO Alison Evans reported there had been 41 reported incidents, of which 8 were actual crimes.  Neighbourhood Watch packs had been distributed throughout the community.

 Chairman’s Report: The Chairman thanked Cllr. M. Ellery for donating a trophy for the Tattershall Thorpe Best Kept Garden Competition.  The Chairman also thanked Cllr. P. Barrack for painting the War Memorial.

 Present: Cllr. S. Coulber–Chairman, R. Pick -Vice Chairman, Cllr. G.M.F. Shaw, H. Barrack, P. Barrack, J.E. Meanwell, B. Wayman, J. G. Porter, J. Pow, P. Maltby, B. Harvey and Mrs. J. Girling (Clerk).

 3869  Apologies were received from Cllrs. M. Ellery, K. Newholm and N. Leggatt 

3870 Declarations of Interest: Declarations of Interest were made by the following Councillors:

P. Barrack - Agenda Item 9 - CCTV (Prejudicial Interest being a business owner within the area being considered)

P. Barrack – Agenda Item 6b – To Resolve Payment of Accounts – RBL Poppy Appeal (Personal Interest as family member heavily involved in Appeal)

R. Pick – Agenda Item 10 – Casual Vacancy for Parish Councillor (Personal Interest being employer of an applicant)

R. Pick – Agenda Item 12 – Tattershall Leisure Centre Planning (Personal Interest being heavily involved at the centre.)

R. Pick – Agenda Item 17b – Foul smell at Tattershall Thorpe (Personal Interest being landowner)

S. Coulber – Agenda Item 16d – Grass cutting at North Road, Thorpe (Personal Interest being heavily involved in maintaining the area) 

3871   It was proposed, seconded and carried unanimously, that the notes of the last meeting held on 3rd October 2006, having been previously circulated, were approved as the Minutes and signed as a true record.

 3872  Clerks Report on Matters Outstanding: The Clerk reported that correspondence had been received from Rt Hon Richard Caborn MP, Minister for Sport advising that non-commercial gaming and betting activities would continue to be allowed on the same terms as previously.  The Clerk reported that correspondence had been received from the Rights of Way Officer advising that the footbridge over the River Bain was currently under construction and the base ground work was complete. 

 3873      Financial Matters:

a)  To receive Accounts and Audit Report from Moore Stephens, Auditors:   The Clerk reported that the 2005/2006 audit had been completed satisfactorily. 

b) Payment of Accounts:  Cllr. P. Barrack declared a personal interest but did not leave the room.  It was proposed, seconded and carried unanimously that the following accounts should be paid and relevant invoices were presented.

Planning Application – Granted.  The following application had been granted full planning permission,  following the recommendations of the Planning Committee being forwarded to the District Council for consideration.

Park Farm (formerly part of Woodhall Spa Airfield), Tattershall Thorpe)

 Correspondence:

a) Southern Area Committee Meeting – Cllrs. P. Barrack, P. Maltby and G. Shaw were to attend the next meeting to be held on Monday 4th December 2006 at the Youth Centre, Stickney at 7pm.

b)Lincolnshire Road Safety Partnership – Correspondence, previously circulated to Members, had been received from the Road Safety Officer, Lincolnshire Road Safety Partnership, offering the opportunity to borrow the new Speed Indicating Device.  It was proposed, seconded and carried unanimously that the Clerk respond, indicating strong interest and querying the situation with regard to insurance.

 3874  Holy Trinity Church: To consider possible safety issue of wall between church and burial ground

Following a lengthy discussion it was proposed, seconded and carried that the Clerk contact the PCC to arrange a mutually convenient date and time for a joint meeting.

 3875  CCTVTo give an update on current situation

Cllr. P. Barrack declared a prejudicial interest and left the room.  Cllr. S. Coulber gave a detailed report of the East Lindsey CCTV Partnership meeting, the general consensus being that Tattershall did not fit any of the criteria for a camera.

 3876  Casual Vacancy for Parish CouncillorCllr. R. Pick declared a personal interest and left the room.  Cllr. S. Coulber advised Members that to date one application had been received.

 3877 Annual Christmas Fair:To Resolve to purchase a Christmas tree and any replacement light bulbs

         It was proposed, seconded and carried unanimously that a Christmas tree and any replacement light bulbs be purchased.

3878 Tattershall Leisure Centre:– Planning Update

         Cllr. R. Pick declared a personal interest and left the room.  The Clerk reported that the Planning Enforcement Officer was to write to the Leisure Centre to request an early submission of their application.

 3879 Website: -  To consider further opportunities for improvement

         The possibility of linking the website into the Lincolnshire County Council website was discussed.  Further information was required in order to move forward.  The possibility of the inclusion of more local businesses was discussed.  It was hoped to achieve this objective in time.  Cllr. S. Coulber thanked Cllr. P. Barrack for his continued efforts.

 3880    Mobile Police Unit: - To Inform Members of availability to visit Parish

It was proposed, seconded and carried unanimously to reserve the Mobile Police Unit for the 21st/22nd December 2006.

 3881          Reports from District and County Councillors and Any Other Outside Bodies:

Cllr. S. Avison reported that he had attended the Town and Parish Council Assembly at Skegness.  Cllr. S. Avison congratulated Tattershall Thorpe in being very well represented at the Best Kept Village presentation at Swineshead. 

Cllr. B. Harvey reported that  the County Council had agreed to buy two Best Kept Village signs for Tattershall Thorpe.  The bollards in Tattershall were shortly to be replaced.  Lights were to be replaced in Abbey Close this year and on the perimeter of Clinton Park next year.  It was proposed, seconded and carried unanimously that the Clerk write again to Lincolnshire County Council to request additional footway lighting from Blacksmiths Corner to Clinton Park School.

 3882          Market Place & Greens Matters:

            a) Flag Raising Reports: Cllr. Shaw reported that the flag had been flown on 1 occasion in October.

            b) Bollards:  This item had been previously discussed in Item 3881.

c) Thorpe War Memorial:  The Clerk reported that the War Memorials Trust had recommended contacting the Local Planning Authority/Conservation Officer for guidance.  It was also reported that the Memorial was sited on County Council Highways land. 

d) Grass cutting at North Road, Tattershall Thorpe

Cllr. S. Coulber declared a personal interest but did not leave the room.  It was proposed, seconded and carried that this area be added to the schedule for next year.

 3883          Public Lighting and Amenity Matters:

a)  Bottle Bank – To consider feasibility of this facility

Members discussed the feasibility of a bottle bank at length.  Further research was to be carried out in order to discuss this item fully at the next meeting.

b) Foul smell at Tattershall Thorpe – disposal of sewage sludge on to the land

Cllr. R. Pick declared a personal interest but did not leave the room.  The foul stench at Tattershall Thorpe was discussed at length.  It was proposed, seconded and carried unanimously that the Clerk write to the Environmental Health Department to complain.

 3884          Reports on Outside Meetings:

a) Coningsby and Tattershall Sports Forum - Cllr. B. Wayman reported that an excellent training day had taken place with 120 children, aged 7 to 11 years, attending.  She reported that the Committee Secretary had resigned and Mrs Jean Girling had agreed to take over this position.  It was proposed, seconded and carried unanimously that should any photocopying be required by the Committee, this could be done through the Parish Council.

b) Cllr.G. Shaw reported that she had attended the Town & Parish Council Assembly at Skegness and would also be attending the Steering Group meeting the following week.

c) Cllr.S. Coulber reported that he had attended the AGM of the LALC in Horncastle.
