Minutes of the Meeting of Tattershall with Thorpe Parish Council held on Tuesday 5th October, 2004, at 7.15pm at the Holy Trinity Primary School, Tattershall

 Present: Mrs. G.M.F. Shaw- Chairman, S. Coulber – Vice-Chairman, K.V. Newholm, J.G. Porter, H. Barrack, P. Barrack, M. Moss, B. Harvey, N. G. Leggate, I. Moses, C. Norman, R. Pick, J. Meanwell and Mrs. T. Wall (Clerk)

 Public Forum: There were members of the public present who discussed the possibilities of holding the Christmas fair as in previous years. P.C.S.O. Debbie Newson attended, giving a report on recent incidents in the parish.  Cllr. N. Leggate reported that a representative from Woodhall Spa Sand and Gravel would like to meet with the Council regarding the future works in the village.

3485     Declaration of Interests: Councillors declaring an interest were: Cllr. P. Barrack: Item 10 – CCTV.

3486     Minutes: It was proposed, seconded and carried unanimously, that the minutes of the last meeting held on 7th September 2004, having been previously circulated were approved and signed following four amendments.

3487     Clerks report on matters outstanding: The Clerk reported that a member of public had complained about the public footpath in Tattershall Thorpe being un-walkable and advised that a full report of the walk had been forwarded to parishioner. The Clerk reported on latest advice regarding Section 137 and Grants made to outside authorities.  Following receipt of the Best Kept Village results, the Clerk reported that although Tattershall had scored highly (149 ½ points) they had been beaten to the second round by Coningsby scoring 150 points. The Clerk advised that the Chairman had visited Masons Lane to inspect the lighting and had reported back to the Clerk. 

3488     Police Matters:

Traffic Speed: As the traffic monitors had still not attended the village the Clerk was asked to request this once again.

Parking at Tattershall: The newly appointed traffic warden had attended the market place recently, encouraging visitors to park correctly.

Grants Available: It was felt that the grant scheme currently available could benefit the youth in the parish.  The information had been forwarded to the Youth Drop In Centre and the Clerk was asked to display the information in the notice boards.

3489     Correspondence:

Lincolnshire County Council: A letter was read, having been previously circulated advising members that Castleview, Tattershall has now been adopted by the County Council as highway maintainable at the public expense.  The Clerk was asked to obtain a quotation from Mitchell & Struthers to have this area included in the Grass Cutting Contract.  The Clerk was also asked to find out who is responsible for the area of public open space within the estate.

Lincolnshire County Council: A letter was read, having been previously circulated advising members of a road closure at Pauls Lane, Tattershall Thorpe between 18th October and 15th November 2004 for 5 days within this period.

Letter from Mrs. Love: A thank you letter previously circulated to members was read regarding the recent award for Best Kept Container Garden competition.

3490     Public Conveniences:  Cllr. H. Barrack expressed his wish to see public conveniences in Tattershall for the benefit of visitors to the area.  Following lengthy discussions, it was proposed, seconded and carried unanimously that the Clerk requests details regarding the East Lindsey District Council Policy on Capital Expenditure.  The Clerk was asked to copy the letter to District Councillors S. Avison and R. Curtis.

3491     Street Cleaning: Following lengthy discussions regarding street cleaning and highway cleansing the Clerk was asked to arrange a meeting with Coningsby Parish Council to discuss possibilities of a joint parish cleaning facility. The Clerk was asked to forward the comments of the Council to Lincolnshire County Council for their consideration.  The Clerk was asked to request this be included in the next agenda of the Southern Area Committee Meeting with a view to local councils taking on the task.

Blue Box Collections: The Clerk advised that a current schedule of collections is placed in the notice board for members of the public to see.

3492     Website: Cllr. P. Barrack asked all members to assist with the building of the site by encouraging local businesses to forward relevant information to be included free of charge.

3493     CCTV: A letter from Lincolnshire County Council Crime and Disorder Division was read having been previously circulated to members.  The Clerk was asked to liaise with Cllr. Moss and forward a letter in response to the questions.

3494     Financial Matters:

To resolve payment of accounts: It was proposed, seconded and carried unanimously that the following accounts should be paid and relevant invoices were presented.

1.                   £ 380.00           Salaries

2.                   £  177.84          Coningsby & Tattershall Rural Challenge (sponsorship of newsletter)

3.         £  347.12          Mitchell & Struthers (Contracts) Ltd. – Grass cutting

4.         £    18.39          Gartree School – Photocopying

It was proposed, seconded and carried unanimously that the following payments, under Section 137 of the 1972 Local Government Act, be paid.

1.         £ 250.00           North Cornwall County Council – Appeal / Disaster Fund (Boscastle)

To approve Year End Final Accounts: Following previously circulating the full set of year end accounts it was proposed, seconded and carried unanimously that they be accepted as a true record.

Finance & General Purposes Committee Meeting: The Clerk advised that a date had been set to hold the next meeting on Monday 1st November 2004, 7.00pm at the Methodist Chapel, Tattershall Thorpe.

Holy Trinity PTA:  A letter was read requesting a joint venture for the annual Christmas fair.  The Clerk advised that confirmation had now been received from the insurance company stating that the Parish Council Public Liability cover would be sufficient providing a qualified electrician installs the lighting for the event. It was proposed, seconded and carried unanimously to arrange for an electrician to attend.

3495     Reports from County Councillor: Cllr. B. Harvey reported on Highways Matters concerning the Parish and the latest situation regarding West Fen Construction and the footpath leading to Tattershall Holy Trinity School.

3496     Market Place and Greens Matters:

Flag Raising Report: The Chairman reported that the flag had been flown on five occasions in September, one being an official occasion. The Chairman proposed that a St. Georges flag be purchased for use in the Market Place.  It was proposed, seconded and carried unanimously that a flag be purchased.

Report by Cllr. H. Barrack: Cllr. H. Barrack reported that the recent grass cutting had been a success. The Clerk was asked to forward a letter to Gartree Community School regarding the untidy hedges and grass along the perimeter of the school. Cllr H. Barrack requested the ‘High Street’ sign be adjusted to enable drivers to see it better.  Cllr. B. Harvey requested that the seat at Tattershall Thorpe be re-painted.  Cllr. H. Barrack advised that sewerage smells along the A153 between Janet’s hairdressers and the corner were cause for concern.  The Chairman advised that following a meeting with Carl Bartle, Highways division, it was decided that the drains should be pressure jetted to clear any blockages.  The Clerk was asked to forward the concerns to the Environmental Health Department at East Lindsey.

Bulbs for the Market Place: Cllr. B. Harvey had received quotations for crocuses and daffodils suitable for the Market Place. Following discussions, it was proposed, seconded and carried unanimously that 2000 crocuses and 1 sack of daffodils be purchased. 

3497     Public Lighting and Amenity Matters:  

Signs on Clinton Park:  The Clerk advised that the Planning Authority had been notified about the large advertising signs placed at the end of the housing row and the enforcement officer is to look into the situation.  Cllr. H. Barrack reported that lighting columns 36 and 37 are still out of order

3498     Planning and Licence Applications:

Planning Applications - Granted: The following applications have been granted full planning permission, following the recommendations from the Planning Committee being forwarded to the District Council for consideration.

S/175/01022/04 – Mr. D. Payne: Change of use of an existing workshop

                                        37/39 High Street, Tattershall

            S/175/01394/04 – Mrs. K. Taylor: Single storey extension to existing hair salon

                                        2 Curzon Estate, Tattershall

            S/176/01019/04 – Mr. & Mrs. I. Moses: Extensions and alterations to existing public house

3499     Reports on Outside Meetings: Cllr. H. Barrack reported on the recent LALC meeting advising that following a year of expensive training, they are proposing to include a training element of approximately £25.00 - £50.00 in the annual subscription, which would allow Councillors to attend trainings sessions for no individual costs.  The Chairman reported on a very good ‘Finance in the Community’ seminar which was attended recently by herself together with Cllr. P. Barrack, S. Coulber and the Clerk.  Cllr. Coulber reported on an excellent Training for Councillors seminar held recently at Billingborough where Section 137 payments were discussed and clarified.  The Chairman reported on a site meeting with the Clerk and Carl Bartle from the Highways Division, where dropped kerbs were discussed along with many other problems in the village. Cllr. Coulber reported on a well attended Service in the Field Memorial held at Sibsey recently.
