There were two members of the public present and Sarah
Dewberry from the National Trust. Councillors Mrs Shaw (Chairman), Mrs Kay,
Brown, Coulber, Meanwell, Leggate, Mrs Pow (Vice Chairman), Mrs Harvey
(County Councillor), Fletcher, Harness, Mrs Eke (Tree Warden) and Mrs Dawson
(RFO) plus clerk Mrs Elliott. Also present was one PCSO.

Public Forum: A resident raised the subject of
the proposed School Safety Zone for Gartree School and following discussion
it was resolved that County Councillor Mrs B Harvey would make contact with
Greville Burgess from Lincolnshire Road Safety Partnership. The National
Trust representative Sarah Dewberry outlined the forthcoming Christmas
Market event planned at Tattershall Castle and it was resolved for the
Christmas Light Switch on to take place on Saturday 10th December
2011 to coincide with this community event. The clerk was requested to
write and officially ask for police support at this event. (Miss Dewberry
left at 7.50pm) The Police report was delivered to the meeting by PCSO
Martin Clough following this discussions took place about the use of smiley
Sid to deter drivers who speed. (PCSO Clough left at 7.58pm) The new
picture board mural at Thorpe is to be finished this weekend and thanks were
offered for the financial assistance given by the parish council. The clerk
was requested to contact the owners of 25 Lodge Road again regarding the
dilapidated fence. The meeting began at 8.00pm.
2011/059 Chairmans Report The Chairman advised that
she had attended a planning training event and found it very useful, she had
also attended the Thorpe War Memorial rededication and the Service in the
field and the meeting for the Jubilee events in 2012.
2011/060 Apologies Have been received from Cllrs
Barrack, Hogg and District Councillor Avison.
2011/061 Declarations of Interest in accordance with 2000
Local Government Act Cllr Mrs Pow for item 9c.
2011/062 Notes It was proposed, seconded and resolved
unanimously that the notes of the last meeting held on 6th
September 2011 having been previously circulated were approved as a true
record of the minutes, Chairman signed and dated.
2011/063 Clerks Report on matters outstanding and
correspondence
a)
Lions tree planting suitable locations were discussed and
further information will follow.
b)
Tesco update with reference to archaeology work carried out.
c)
Clinton Park Land details of most recent letters exchanged
in connection with this matter.
d)
ELDC enforcement northing to report so far, the clerk was
requested to chase for more information.
e)
Jubilee celebrations 2012 a public amenities committee
meeting is to be held to kick start this process and liaise with other
community groups for shared responsibility and ideas. This meeting is
scheduled for Tuesday 1st November at 6pm before the next full
parish council meeting. Ideas included holding our Annual Dinner that
weekend.
f)
LCC Castle Footbridge replacement it was resolved to write
and support this proposal with suggestions for items of consideration.
g)
LCC extra grass we have had written confirmation regarding
the extra areas of grass we have taken on and the fee due for this work.
h)
SSZ at Gartree as discussed in the public forum Cllr Mrs B
Harvey is to speak with LRSP regarding this proposal.
i)
Lime trees in Church yard a meeting on site is being held on
Thursday 6th October to discuss grant funding.
j)
MOD Police following discussion it was resolved to send a
letter of support for MOD Police officer P Smith.
k)
Gartree School and ELDC letters copies of these letters have
been circulated.
l)
Queens Award Cllr Mrs Eke proposed the Friday Luncheon Club
and this was supported.
m)
Review of community engagement following discussion it was
resolved that Cllr Mrs Shaw complete this consultation questionnaire.
n)
Standards Committee details of the next meeting were
circulated.
It was also discussed
regarding the application received today for the vacancy for one parish
councillor and the clerk was requested to acknowledge receipt of the letter
and invite the resident to the next parish council meeting and put this
vacancy on the November agenda. Also a total of 7 dog poo poems have been
received and small tokens are to be purchased through the Chairmans
Allowance for the contributors and then the poems are to be laminated and
displayed throughout the parishes and included in the next newsletter.
2011/064 Tree Lighting Ceremony as discussed earlier in
the public forum the date for this is Saturday 10th December to
coincide with the Christmas Market at Tattershall Castle.
2011/065 Emergency Plans as Cllr Hogg (Safety Officer)
was absent it was resolved to postpone this item until the November meeting.
