Minutes of the Meeting held of Tattershall with Thorpe Parish Council held on 1st September 2009, at 7.15pm – Tattershall Library & CAP
 

Public Forum – Prior to the meeting public forum was held four members of public attended plus community beat Officer Alison Evans who reported that the Anti Social behaviour is down this year but worryingly the spate of arson attacks have increased, one arrest has been made using CCTV evidence and will be in court shortly, the police are receiving lots of hoax calls, once again a request was made to ask residents to report any suspicious activity.

Chairman’s Report – Cllr Richard Pick introduced Kathy Roberts temporary Clerk to council, he gave a round of thanks to Jean Girling who left the post recently having just completed the portfolio for the Council’s Quality Status (re submission) this has to be assessed every four years, many thanks to Jean for her work over the past years.

Cllr Pick also mentioned the spate of arson attacks reinforcing the police request for reports to be placed and condolences to all that have been affected personally by the attacks.

4308 Declarations of Interest in accordance with 2000 Local government act Declarations made by following:

4309 Notes – It was proposed, seconded & resolved unanimously that the notes of the last meeting held on 7th July 2009, having been previously circulated, were approved as a true record of minutes , Chairman signed & dated.

4310 Clerks Report –  Tattershall Annual Parish meeting has been arranged for 7th May 2010, Cllr S Coulber questioned if we had a date for the Thorpe APM this is to be confirmed at next meeting..

4311 Financial Matters –

c) Proposal to purchase 3 Poppy wreaths seconded, resolved unanimously.

d) Tattershall village Hall accounts have been received & approved by Council.

e) Bede House Trust accounts have been received & approved by Council.

4312 Planning – Appeal decision APP/D2510/A/09/2099658, 3 Butts Lane Full PP granted. S/176/00893/09, Cemex Full PP granted.s/176/01619/09 , 20 The Covert, Full PP granted.S/175/01699/09 Tattershall Bridge Cottage, Refusal of listed building alterations. S/175/01695/09 Tattershall Bridge Cottage, Refusal PP. S/175/01533/09 15 Lodge Rd, application withdrawn.

b) Proposed TESCO – Cllr Mrs B Harvey reported back from Highways stating they are consultees the same as the parish council of any other statutory body, another public meeting is being arranged date & time TBC. Cllr S Coulber commented that the last public meeting was very one sided with supporters of the application actually leaving the room – more structure is required to allow for all views to be raised.

c) CEMEX – letter received also sent to CEMEX from parishioner – proposal to write to CEMEX and confirm receipt of letter dated 3rd August 2009 .

4313 Correspondence –

a) Scholey Park – Available land for holding events.

b) LCC – Free trees Scheme – Hedge plants requested 500 for picnic area.

c) LCC – 30 mph speed restriction to be extended by 60mts Thorpe Rd.

d) Tattershall Thorpe Jubilee Committee- Thank you for new flag.

e) LALC – AGM - Cllrs S Coulber, Mrs J Pow & Mrs P Day to attend.

f) ELDC – Southern Area meeting Cllr P Barrack to attend.

g) LALC – Training events – Cllrs S Coulber , B Haynes, Mrs C Dawson, Mrs G Shaw & Mrs J Pow signed up for various events.

h) Community Lincs – autumn debate – Cllr Mrs B Harvey to attend.

i) ELDC – Local Development Core Strategy- consultation 6wks start Oct 6th

j) Community Lincs – Request for details re Parish plan grant – passed to Cllr Mrs C Dawson to complete and return to Community LIncs.

4314 Market Place & Greens-

a) Removal of tree guards – Cllr R Pick to remove and tidy up overhanging branches.

b) Renovation to Millennium monument – Cllr P Barrack will carry out repairs.

c) Land on Castleview – correspondence is still ongoing – clerk to check with ELDC if a section 106 agreement was placed on this parcel of land and request details of ownership.

d) Overhanging hedges on public footpaths – clerk to write to residents in first instance.

4315 Public Lighting & Amenities-

Flag raising donations have reached over £100 proposals of where to donate funds for next meeting.

4316 Health & Safety Risk Assessment –

Cllr P Barrack reported that most things were in order and supplied an action report, one serious issue the 2 bins burnt out in Market place need to be replaced, Insurance claim forms have bee requested.

4317 Christmas Tree Lighting Ceremony –

Date confirmed Thursday 3rd December.

Cllr S Coulber is against the Council supporting the procession and refreshments, he has no problem with the lighting ceremony but felt this was enough. After discussion it was proposed to continue as last year due to the fact that the event was extremely successful, vote taken 10 votes for and one against; Proposal Resolved in favour; committee formed to arrange event.

4318 Annual Dinner

a) Date 30th April Proposed, seconded and resolved.

b)  After discussion it was proposed to try a new format next year, no speaker, just some background music & possibly an after dinner quiz, seconded and Resolved; details tbc.

4319 Tattershall Thorpe – War Memorial

Grant application for refurbishment, the proposal fits the small grants scheme which would reimburse up to 50% of the cost, the quotes received are too varied – all three contractors are to be ask to re quote to a specification to be supplied by Council.

4320 Reports on Outside Meetings

Woodland Trust sites at Tattershall Carrs- meeting with Eric Porter confirmed that works agreed will be carried out  Jan/ Feb 2010; more clarification is needed to confirm the responsibilities and ownership.

4321 Reports from District & County Councillors

Cllr Stan Avison reported on the very sad sudden death of Cllr Dr Taffinder; who had been a very prominent member of the District Council for many years.

Request to Council to chase Jonathan Stockdale regarding a disabled footway, he would like to request this be on next months agenda.

Cllr Mrs Betty Harvey had received two letters from parishioners,1. Mrs Judith Laird has been running a play scheme in Revesby over many years this is to close, any money left in account will be shared between the parish children’s groups;2. Request for a pedestrian crossing – Tattershall, this area has been assessed by highways in the past to no avail, the request is noted.

4322 Items for next agenda

Christmas lighting ceremony, Flag raising funds, Clerks appointment.

At this point it was resolved to close the meeting to public and press to discuss winners of village gardens competition also details of the Clerks vacancy.

4323 Best Kept Gardens & Clerks Vacancy

The winners details are as follows – Standard class 1st Mr & Mrs Lane Hawthorn Cottage, Tattershall Thorpe, 2nd Mr & Mrs Ranshaw 32 Goshawk Chase Tattershall, 3rd Mr & Mrs Lord 24 Fortescue Close Tattershall. Smaller Gardens- 1st Mr & Mrs Holt Holts Haven, Lodge Homes Tattershall, 2nd Mr & Mrs Kimsey 26 Fitzgerald Court, Clinton Park 3rd Mr S Bennett 27 Fitzgerald Court Clinton Park.

Clerks Vacancy – 4 candidates were invited for interview, 3 have accepted the invite and will attend for interview on Monday 7th September. Clerk to be appointed at next meeting.
