TATTERSHALL WITH THORPE PARISH COUNCIL

 

Minutes of the Meeting of Tattershall with Thorpe Parish Council held on Tuesday 7th September, 2004, at 7.15pm at the Holy Trinity Primary School, Tattershall 

Present: Mrs. G.M.F. Shaw- Chairman, S. Coulber – Vice-Chairman, K.V. Newholm, J.G. Porter, H. Barrack, P. Barrack, M. Moss, B. Harvey, N. G. Leggate, B. Wayman, R. Pick, S. Avison, J. Meanwell, and Mrs. T. Wall (Clerk)

 

Public Forum: There were no members of the public present.  The Chairman asked members to look at the Annual report and forward any further information suitable for input to the Clerk.

3466    Apologies:  Were received from: Cllr. I. Moses and C. Norman.

3467     Declaration of Interests: Councillors declaring an interest were: S. Avison-11E: Tattershall Village Hall. P. Barrack – 9: CCTV and 17: Licence application for Somerfield. GMF Shaw – 11E: Tattershall Village Hall.  K V Newholm – 11E: Tattershall Village Hall.

3468     Minutes: It was proposed, seconded and carried unanimously, that the minutes of the last meeting held on 6th July 2004, having been previously circulated were approved and signed.

3469     Clerks report on matters outstanding: The Clerk reported that a letter had been received from ELDC regarding the funding of the village guide.  Cllr. P. Barrack is to clarify the financial points mentioned in the letter before proceeding with printing.

3470     Correspondence:

RBLI: A letter of thanks was read regarding the recent donation from the Parish Council. 

Parishioners Letter Regarding Parking: A letter was read having been previously circulated regarding the parking at Somerfield.  The Clerk was asked to forward these comments to the Highways Department to see whether further road marking could be carried out. The Clerk was asked to contact the Police Authority and the Highways Department to request advice on the matter and to see if a traffic warden could be available to monitor the situation.

Boston Magistrates Court:  A letter was read inviting members to attend the Open Day on 11th September 2004 from 10am until 4pm.

Sibsey Lancaster Memorial Trust: A letter was read inviting members to attend the Service in the Field on Sunday 3rd October 2004 at 2.30pm. The Chairman will be unavailable therefore Cllr. Coulber-Vice Chairman, will attend instead.

C.A.B:  A letter was read inviting members to attend the AGM on Wednesday 15th September 2004 at 7.00pm.

Community Council of Lincolnshire: A letter inviting members to attend the AGM on Thursday 30th September 2004 at 7.00pm was read.

AQA: A letter confirming the accreditation of the Clerk was read.  The Clerk Advised that Quality Council Status was just around the corner.

 

3471     Quality Council Status: The Clerk advised that the relevant application forms had now been received and work had begun on completing them to obtain quality status.  The Chairman asked members to forward any further information to the clerk for inclusion in the Annual Report.

3472     Notice boards for Castlefields and Clinton Park: Following a full discussion it was proposed, seconded and carried unanimously that the Clerk would apply for grants to provide notice boards for the two areas.

3473     Masons Lane: Cllr. Harvey declared an interest. Cllr. Coulber advised members that Masons Lane is causing concern as the lighting is being obstructed by foliage. Cllr Harvey had visited the lane and felt that the problem was the standard of lighting.  The Clerk was asked to request the lights be upgraded.

3474     CCTV:  The Clerk reported that the next meeting of C.A.T.S is to be on Wednesday 13th October at the Drop in Centre in Coningsby.  The Clerk will be attending this meeting with Cllr. Moss to find out the way forward for the Tattershall system. 

3475     Best Kept Garden Competition Results: Following the final round of judging by Mr. P. Taylor, the Clerk announced the results as follows:  Standard Garden – 1st Place: The Farthings, Thorpe Place, 2nd Place: 14 Fortescue Close, and 3rd Place: 32 Hunters Lane.  Container Gardens: 1st Place 1 Browning Court, 2nd Place Holts Haven, Lodge Park and 3rd Place 7 Curzon Estate.  The Clerk was asked to forward a letter of thanks to Mr. Taylor for doing an excellent job. The Presentation will take place on Friday 10th September at 1 Browning Court.

3476     Financial Matters:

To resolve payment of accounts: It was proposed, seconded and carried unanimously that the following accounts should be paid and relevant invoices were presented.

1.                   £ 760.00           Salaries

2.                   £   39.19           Gartree School – Photocopying

3.                   £   75.20           Lincolnshire Newspapers – advertising

4.                   £ 141.00           Moore Stephens – Auditors

5.                   £   50.00           LALC – Course fees

 

Sprint Signs- Notice boards: Following an in-depth discussion it was proposed, seconded and carried unanimously that a grant should be sought to cover the cost of the work.

Grass Cutting Contract 2005 -2007: One tender had been received for the Grass Cutting Contract, which was from Mitchell and Struthers (Contracts) ltd. It was proposed, seconded and carried unanimously that the tender be accepted. The Clerk was asked to request two further areas to be added to the schedule. The first at Castleview and the second at Chapel Lane, Tattershall Thorpe.

Holy Trinity PTA:  A letter was read requesting a joint venture for the annual Christmas fair.  The Clerk was asked to make further enquiries regarding public liability insurance for the event.

Tattershall Village Hall: A letter requesting the Councils verbal support was read having been circulated to members prior to the meeting.   Following discussions, it was proposed, seconded and carried unanimously that a letter of support be sent.

Proposal to forward Donation to Boscastle:  It was proposed to forward a donation to Boscastle following the recent flood disaster.  Following discussions, it was proposed, seconded and carried unanimously that a donation of £250.00 be sent to an official appeal only, together with a letter of sympathy.

3477     Reports from County Councillors: 

Cllr. B. Harvey reported on highways matters relevant to the parish and updated members on the situation with the footway along Lodge Road. Cllr. Harvey asked the Parish to send a letter to the property owner along lodge road to re-iterate the importance of the new footway. It was proposed, seconded and carried unanimously to forward a letter.  Cllr. Harvey reported that the picnic site barrier is now working well and that the speed cameras are now in operation.  The land at the back of Blacksmiths Corner is going ahead.  The green area outside Gartree School was discussed and the Clerk was asked to forward a letter to Highways requesting the grassed area to be laid to tarmac.  Cllr. Harvey confirmed that the third lane is to be incorporated into the junction at Castlefields in the near future.  Two areas for dropped kerbs were identified.  The first at Granary Row and the second at The Fortescue Arms.

Cllr. S. Avison reported on matters of the District Council although he advised that it had been a very quiet month.

3478     Market Place and Greens Matters:

Flag Raising Report: The Chairman reported that the flag had been flown on four occasions in July and six occasions in August.

Report by Cllr. H. Barrack: Cllr. Barrack reported on matters concerning the Market Place and expressed his disappointment that the greens had not been cut prior to the Bank Holiday.  The Clerk was asked to arrange for the two seats at the end of Cromwell Place to be repaired in the winter months together with the McCombes memorial seat.  Cllr. Barrack reported that the post next to Chaos is in need of repair, and asked the clerk to request the mechanical sweeper to attend Lodge road.  Cllr. Barrack asked to have ‘Public Toilets’ placed on the next agenda.  

Footpath Walking: The Chairman gave a brief report on the last footpath walk and the Clerk was asked to forward the report to Jonathan Stockdale.

3479     Public Lighting and Amenity Matters:  The Clerk was asked to report that there are three lights out from Midland Bank towards Tattershall. 

3480     Planning and Licence Applications:

Planning Applications - Granted: The following applications have been granted full planning permission, following the recommendations from the Planning Committee being forwarded to the District Council for consideration.

S/175/00825/04 – J T Pick Will Trust: Outline erection of dwelling

                              Land adjacent to 1, Thorpe Road, Tattershall

S/175/00696/04 – Tattershall Park: Planning Permission; infilling and levelling

                              Tattershall Country Park, Sleaford Rd, Tattershall.    

 

S/175/00854/04 – West Fen Construction: Planning Permission for 7 properties                         Harness Drive, Tattershall     

3481     Planning Matters for Discussion:

a)      Small World Festival:  Following this recent event a number of complaints were received regarding the level of noise and the length of time the music lasted, often into the early hours of the morning.  The council expressed there disappointment that the restrictions on the planning application were not enforced at a suitable level. The Clerk was asked to forward these comments to the Planning Department.

3482     Reports on Outside Meetings: Cllr. H. Barrack reported on meetings he had attended for the Community Council of Lincolnshire and the Local Association.  The final outing Cllr. Barrack last month was when he attended the Garden Party at Buckingham Palace, meeting the Queen!!
