Minutes June 2010

 

Minutes of the meeting of Tattershall with Thorpe Parish Council held on Tuesday 1st June 2010 at 7.15pm in Tattershall Library & CAP.

There were 6 members of the public present, Cllrs Barrack, Coulber, Mrs Harvey, Leggate, Pick, Hogg, Mrs Pow, Roberts, Mrs Shaw, Mrs Kay, Mrs Roberts, Mrs Dawson and Haynes plus clerk Mrs Elliott and District Cllr Avison.

Public Forum:            The public session commenced with residents from Tattershall Lakes making representations to the meeting regarding the ongoing situation and the lack of communication from ELDC officers regarding any progress.  Several attempts have been made to make contact with Andrew Bath, John Green and the Chief Executive unsatisfactorily.  Some residents are unclear as to which authority supplied which service and details were given.  District Cllr Avison advised that he would make enquiries so far as he was able but he reassured those residents present that the matter is being dealt with.  (5 members of the public left the meeting at 7.50pm)  The clerk was requested to make name plates for all cllrs so that the public and other cllrs could easily see who was who.  Other topics discussed in the public forum included the hedge which has been planted outside a boundary wall on Thorpe Road.  Concerns over the condition and safety of a building on West wood Row and the rat problems also at this property.  Website problems will hopefully be resolved in the next couple of days.  The clerk was requested to ask for the post box to be straightened.  The public forum closed at 8.08pm

2010/016         Chairman’s Report – Cllr Shaw advised the meeting that she is in receipt of correspondence from Mr J Fellowes regarding the Annual Dinner.

2010/017         Apologies – It was resolved to accept the apologies received from Cllrs Harness and Meanwell.

2010/018         Declarations of Interest in accordance with 2000 Local Government Act have been received from Cllrs Pow and Shaw for item 5b, Cllrs Pick and Roberts for item 6d.

2010/019         Notes – It was proposed, seconded and resolved unanimously that following two small amendments the notes of the last meeting held on 4th May 2010 having been previously circulated were approved as a true record of the minutes, chairman signed and dated.

2010/020         Clerks Report on matters outstanding

a)      Lime Trees – Having visited site it was concluded to defer any further decision on this matter until the September parish council meeting.  Cllr Leggate is to cut back suckers and Tree 1 will require attention.

b)     Twinning Signs – The cost of these signs is £380 and it was resolved to delay paying for these items until the cost has been budgeted for.  A community Grant may be applied for.

c)      Bus Shelter – LCC have advised that they are to cover all costs of the alterations to the bus shelter.  It was resolved to accept this offer and to thank Cllr Mrs Harvey for her involvement in this project.

d)     Committees for 2010/2011 – copies have been circulated to all councillors together with a copy of the terms of reference for committees.  It was confirmed that Thorpe councillors are represented on all four committees.

e)     Reports from Annual Parish Meetings – It was concluded that greater involvement from the community should be encouraged in Tattershall and that a sub committee will meet before the next annual assembly to pursue a younger audience.  Tattershall Thorpe’s meeting had been a great success.

2010/021         Financial Matters

a)                  Printing of Annual Reports – It was resolved to use Pelican Trust for this year’s edition.  The spring newsletter was also distributed to the councillor’s present.

b)                 Extra Links on Chain of Office – It was resolved for the clerk to get a quotation for the next meeting.

c)                  Payment of Accounts – It was proposed, seconded and resolved to pay the accounts as listed below:

d)                 Cheque from Cemex – The clerk was requested to write a letter of thanks.

e)                 SLCC membership contribution – This matter was discussed and it was proposed and resolved to pay one third, £40.

f)                   Donation to Charity – Part of the proceeds from the annual dinner will be used to make a donation to a local charity and it was resolved for this matter to be deferred to the next meeting.

g)                 Youth Achievement Awards – Cllr Pow gave details of the trophies to be awarded and that 10 nominations have been received.  These are to be judged independently and a presentation made at the Lions Fun Day on 26th June.

2010/022         Correspondence, several items were discussed including

a)                  Lincolnshire Fieldpaths Association – membership for 2010/11.

b)                 Coningsby & Tattershall Newsletter – thanks received for our donation.

c)                  Fly Posting – details of residents complaint put to the meeting and documents circulated, the clerk was resolved to write a letter to acknowledge receipt of this correspondence.

d)                 LALC AGM & Conference – Cllrs Mrs Kay and Mrs Roberts confirmed their attendance at this event.

e)                 Lincolnshire Rural Housing Association – there was no interest in this matter.

2010/023         Market Place & Greens, several items were discussed

a)                  Annual Footpath Walking – The dates were set for this being Thursday June 24th, July 1st, 8th, 15th, 22nd and 29th.  All walks will start in the Market Place from 6.30pm.

b)                 Best Kept Garden Competition – each cllr is to be allocated a share of the parish to be judged before the July meeting.  The external Judge is to be confirmed at the July meeting.

c)                  Painting of Bench at Thorpe – a request to authorise the purchase of the paint for this task was resolved.

d)                 Christmas Tree Lighting ceremony – it was resolved to erect the tree at the end of November having the ceremony on Thursday 2nd December from 6pm.  A committee of cllrs Pick, Pow, P Roberts, Kay and Haynes was agreed and the annual dinner proceeds will fund any expenses.

2010/024         Planning Matters

a)                  S/175/00634/10 – Full Planning Permission given to 4 Grange Drive, Tattershall.

2010/025         Reports on outside meetings – A new newsletter has been circulated by the PCSO and will be displayed on the notice boards.  S106 training is being planned for the 5th July and 7 cllrs expressed an interest in attending this.

2010/026         County Councillors Report – Cllr Mrs Harvey suggested installing a large stone for the commemorative plaque to be mounted on in Thorpe.  District Councillors Report – Cllr Mr Avison has raised £2500 in his year as Chairman and all the beaches in East Lindsey have been awarded Blue Flag Status.  Cllr Avison is also to pay for the plaques form his District Councillors community initiative fund.

2010/027         Items for next agenda and date for next meetings – Risk Assessment Report, Village Emergency Plan, Parish Plan Update.  Best wishes for a speedy recovery were sent to Mr H Barrack.  Apologies in advance were received from Mrs Kay and Mrs Harvey for the July meeting.

There being no further business the meeting closed at 9.50pm
