Chairmans
Report: The Chairman reported that the Community Access Point was
now open to the public. The Chairman thanked the Annual Dinner Committee
for their hard work which produced a very successful evening.

Notes: It was proposed, seconded and resolved unanimously
that the notes of the last meeting held on 6th May 2008, having
been previously circulated, were approved as the Minutes and signed as a
true record.

Clerks
Report:
The clerk reported that she had reserved seats for Cllrs. H. Barrack, R.
Pick and P Day to attend the Service of Thanksgiving to celebrate the
completion of restoration to St Michaels Church, Coningsby. The clerk
reported that she had reserved seats for Cllrs. Coulber and Pow to attend
the Royal British Legion Veterans Day service on the 29th June
2008. The
clerk reported
that the Works Service Team from RAF Coningsby had visited Clinton Park and
cleared up litter, cans etc. The clerk reported that the LCC Countryside
Access Officer had indicated that the new Tattershall Walks leaflet would
be printed shortly. The clerk reported that Mr A Hopkinson of ELDC had
contacted the Department of Transport regarding the DDA requirements for the
Somerfields car park. The

reported that to date she had received no response from Highways with regard
to the poor state of repair of footpaths outside Gartree School and on Lodge
Road.

Co-option of Parish Councillor: A communication had been received
from the Elections Officer confirming that there had been no requests for an
election and therefore the council could now go ahead and co-opt a
replacement member.

Ball games played on Castle View: Following general discussion it
was agreed that this was a matter for the police. Cllr. S. Avison explained
that the Village Hall Committee were happy to allow the children to play
ball games providing they kept away from the hall and were well behaved.

Tattershall Fair: It was proposed, seconded and resolved
that a committee separate to the parish council be formed to take this
forward.

Financial Matters:

It was proposed, seconded and resolved that an
honorarium be paid to Mr Bellamy.

It was proposed, seconded and resolved to accept the
Internal Auditors report.
c)
It was proposed, seconded and resolved to accept the

Christmas Tree Lighting Ceremony: It was proposed, seconded and
resolved that Cllr. B. Wayman approach the head teachers of the local
schools to enquire about the possibility of a joint service being held with
the school choirs.

Housing Development Signs: It was proposed, seconded and
resolved that the Market Place and Greens Committee inspect the speed
restriction signs to ensure that the housing development signs had all been
removed.

Park:
Cllrs Pick and Harness declared an interest and left the
room. Cllr. S. Avison reported that the Go Cart Track was not supposed to
be used until the Noise Abatement Order was sorted out. Planning permission
had been refused for the Club House. The team of Planning Enforcement
Officers would shortly visit the site to carry out a complete site
inspection.

Correspondence:
a) National Probation Service The possibility of incorporating a
presentation by the NPS into a Parish Plan event would be investigated.
b) ELDC Street Cleaning Service The clerk was instructed to
request that litter bins in the Market Place be emptied on Monday mornings.
c) Southern Area Committee The clerk reported that the next
meeting would be held on Monday 7th July at 7pm in Irby and
Bratoft Village Hall.

Market Place and Greens Matters:
a) Flag Raising Report. No report.
b) Best Kept Garden Competition - It was proposed, seconded and
resolved to invite Mrs Maureen Trafford to judge this years
competition. The Chairman asked Members to bring their results to the July
meeting.
c) Grass cutting It was proposed, seconded and resolved
that Cllr. S. Coulber should become the grass cutting liaison officer.

d) Parish Plan Cllr. S. Coulber declared an interest. It was
proposed, seconded and resolved that the Parish Plan Committee be
given permission to hold a stall in the Market Place on Saturdays throughout
the summer months, subject to approval from the Lord of the Manor.
e) Grass Verges The clerk was instructed to make enquiries about
the possibility of erecting bollards on certain areas of the grass verge on
the High Street as parked cars were eroding the grass completely.

Public Lighting & Amenities Matters:
a) Aggregates Levy Sustainability Fund grant application Cllr. R.
Pick declared an interest and left the room. Cllr. B. Harvey reported that
she was awaiting quotations in order to proceed with the application.
b) Litter bins - It was proposed, seconded and resolved that
the Market Place & Greens Committee investigate the need for additional
litter bins.

Parish Office: The clerk reported that the parish office was now up
and running. There were, however, several teething problems particularly
that there was no telephone or access to e-mail.

Reports fom District and
County
Councillors and any other outside bodies:
Cllr. B. Harvey reported that LCC had contributed £1.5Million towards
provision of Community Support Officers. LCC hoped that the issue of
illegal parking would be addressed. Cllr. S. Avison reported that he now
held the Vice Chairmanship of ELDC. Congratulations were given.
4193 Reports from Outside Meetings:
a) The Chairman gave a brief resume of the Annual Assemblies of the
Electors of Tattershall Thorpe and Tattershall. It was proposed, seconded
and resolved that all suggested actions be approved. It was
proposed, seconded and resolved that a letter of thanks be sent to
the village organisations for their valuable contribution.
