Minutes of the meeting of Tattershall with Thorpe Parish Council held on Tuesday 3RD May 2011 at 7.15pm in Tattershall Library & CAP.

There were two members of the public present and Cllrs Brown, Fletcher, Mrs Dawson, Hogg, Harness, Mrs Harvey, Coulber, Mrs Kay, Meanwell, Mrs Pow, Mrs Shaw with District Councillor Avison and clerk Mrs Elliott.

Public Forum:           The public session commenced at 7.16pm with matters discussed including flickering street lights, a complaint about a section of damaged grass and overgrown footpaths in Tattershall and Thorpe, County Councillor Mrs Harvey will action.  Also discussed was the requirement for white lines/markings to be painted on the road outside the primary school, Clinton Park and again Cllr Harvey volunteered to address this.  The meeting started at 7.24pm.

2011/148         Chairman’s Report - Cllr Shaw reported that the Royal Wedding Celebrations had gone well, were well attended and raised in the region of £1000 for charity.  A letter of thanks is to be sent to Haldanes for their support.

2011/149         Apologies – There were none.  However the clerk advised that she has received a letter of resignation from Mr J Roberts.

2011/150         Declarations of Interest in accordance with 2000 Local Government Act – Cllr Mrs Dawson for item 8b.

2011/151         Notes – It was proposed, seconded and resolved unanimously that the notes of the last meeting held on 5th April 2011 having been previously circulated were approved as a true record of the minutes, chairman signed and dated.

2011/152         Christmas Lights – Due to unforeseen circumstances Sarah Dewberry from the National Trust was unable to attend and it was resolved to ask her to attend the Annual Assembly on 20th May.

2011/153         Police, Inspector Mark French – Apologies were received, due to prior commitments Mr French was unable to attend.  However Cllr Shaw had attended a recent Coningsby TC meeting at which Mr French was present.  A report was circulated from PCSO Martin Clough.

2011/154         Sandra James, Gartree School – Details were passed to the meeting of forthcoming evening fete, 15th July, the parish council was asked to consider having a display and of a new initiative working towards a food for life partnership and volunteers were being sought for help with the vegetable raised beds and encouraging pupils to eat and grow more healthy foods.  The school is trying to gain support for both these projects from other community groups and the local primary schools.  Discussion also included having Gartree pupils represented on the local Police Panel.

2011/155         Clerks Report on matters outstanding

a)            25 Lodge Road – a letter has been received from ELDC.

b)            Tattershall Lakes – a letter has been received from ELDC.

c)            Letter of Thanks – has been received for the donation we sent to Headway Lincolnshire.

d)            Notice Board – the clerk confirmed that the notice board has been repaired and Mr Chapman is ready to install it.  The clerk, Mrs Shaw and Mr Chapman are to meet on site to decide the location for it.

e)            Youth Achievement Awards – A reminder is to be sent to the local schools as yet no nominations have been received.

f)             Tree Warden – Due to Mr Roberts resignation a new Tree Warden is required and Mrs Helen Eke volunteered.  The clerk is to request that Mr Roberts pass on the file to Mrs Eke.

g)            Village Clean up – dates were set for the village clean up – Thursday 26th May meeting in the market place at 6.30pm.  The clerk was asked to contact Jonathan Stockdale regarding footpath 222 to footbridge over canal to National Trust car park.  The clerk was also requested to write to all local schools encouraging them to join in the clean up.

2011/156   Review of Insurance Provision – following discussion it was resolved to delegate the power to choose which insurance company, based on final quotations received.  If the 2 other quotes that have been requested come in higher we should stay with Came & Co.

2011/157   Annual Report 2011/2012 – Delivery of this report could be more difficult this year due to Northcliffe Media, who deliver the Target newspaper, not covering the whole of Tattershall anymore.  It was resolved to ask the community Newsletter for their assistance.  Printing costs are approx £150 plus VAT and delivery costs are unknown.

2011/158   Annual Footpath Walking – Several dates were discussed and it was concluded to hold the annual footpath walking events on 23rd May, 6th, 9th and 13th June.  Dates are to be advertised on parish notice boards and in the next newsletter.

2011/159   Best Kept Village and Gardens Competitions – Best Kept Village competition, clean up sessions have all been organised.  Best Kept Gardens competitions, discussions about who to ask to Judge this year took place and the clerk and Mrs Shaw are to allocate areas for councillors to carry out the first round of judging.

The Christmas Tree Lights need to be PAT tested, clerk to action.

b)            Approval of accounts to 31.3.2011. – Resolved as circulated.

c)            Annual Governance Statement – Read and resolved, form completed and signed.

d)            Internal Audit report – to be carried out later this month by P A Seymour.

2011/161         Reports on outside meetings – Cllrs Avison, Harvey and Shaw all attended the Southern Area Committee meeting. Cllr Brown left the meeting at 8.30pm.

2011/162         District Councillors report – Cllr Avison advised that Coningsby and Tattershall are the fastest growing villages for population in East Lindsey.  County Councillor's report – there was none.  Police Report – this was circulated earlier in the meeting.

2011/163         Items for next agenda and date for next meeting – garden rubbish deposited onto footpaths.

a)            Elections – Thursday 5th May 2011.

b)            Annual Dinner – Friday 6th May 2011.

c)            Annual General Meeting – Tuesday 10th May 2011 – a short meeting to confirm the uncontested election and sign relevant documents.

d)            Thorpe Annual Assembly – Wednesday 18th May 2011, at Thorpe Camp.

e)            Tattershall Annual Assembly – Friday 20th May 2011, at the Village Hall.

There being no further business the meeting closed at 8.50pm
