Minutes of the Annual Meeting of Tattershall with Thorpe Parish Council held on Tuesday 8th May 2007, at 7.15pm at the Holy Trinity Primary School, Tattershall

Present: Cllr. S. Coulber–Chairman, Cllr. R. Pick– Vice Chairman, G. Shaw, H. Barrack, P. Barrack, J.E. Meanwell, B.Wayman, J. Pow, B. Abbiss, P. Day, G. Harness, J. Roberts, N. Leggate and Mrs. J. Girling (Clerk) and Mrs. J. Edwards (Press Officer)

3961  Election of Chairman for the Ensuing Year: 

Cllr. S. Coulber was elected as Chairman through a majority decision, by secret ballot, and it was proposed that Cllr. S. Coulber be Chairman for the ensuing year.  Cllr. S. Coulber duly signed the Declaration of Acceptance of Office. 

3962 Election of Vice-Chairman for the Ensuing Year:

         Cllr. R. Pick was elected as Vice Chairman through a majority decision, by secret ballot, and it was proposed that Cllr. R. Pick be Vice Chairman for the ensuing year.  Cllr. R. Pick duly signed the Declaration of Acceptance of Office.

3963 Election of RFO for the Ensuing Year:

It was proposed, seconded and carried unanimously that Cllr. H. Barrack continue in the role of ‘Responsible Financial Officer and Cllr. R. Pick train as his apprentice.

3964  Adoption of Standing Orders for the ensuing year:

It was proposed, seconded and carried unanimously to adopt the current standing orders for the ensuing year. 

3965 Appointment of Parish Council Committees 2006-2007:

Nomination forms were distributed with the results being declared at the next parish council meeting.

3966 Venues, dates and times of meetings during 2007-2008

         It was proposed, seconded and carried unanimously that meetings should continue to be held at Tattershall Holy Trinity Primary School on the first Tuesday of each month, commencing at 7.15pm, except in January and August when the Council does not meet.  It was agreed to hold a Public Lighting & Amenities Committee meeting on Monday 14th May at 7.30pm, venue to be agreed.  It was proposed, seconded and carried unanimously that next year the Annual Meeting of Electors be held on a different day to the Annual Parish council Meeting.

3967 Appointment of Tree Warden

         It was proposed, seconded and carried unanimously that Cllr. J. Pow be appointed Tree Warden

3968  Apologies: were received from Cllrs. P. Maltby and B. Harvey.

3969  Declarations of Interest: Declarations of Interest were made by the following Councillors.

P. Barrack – Agenda Item 14, HERS Scheme – Prejudicial Interest as having a business in the Market Place.

P. Barrack – Agenda Item 20(d) Parking in the Market Place – Prejudicial Interest as having a business in the Market Place.

J. Meanwell – Agenda Item 21(b) Methodist Chapel at Tattershall Thorpe – Prejudicial Interest as being a landowner of the adjacent property.

3970  Minutes: It was proposed, seconded and carried unanimously, that the notes of the last meeting held on 3rd April 2007, having been previously circulated were approved and signed as a true record.

3971        Clerks Report on Matters Outstanding:

The Clerk reported that Lincolnshire County Council were going to fit new lanterns to selected posts on Lodge Road but the footway was not in sufficiently bad condition to warrant resurfacing at this time.

3972          Correspondence

a)         Village Ventures Competition 2007.  The information was noted.

b)         Tattershall Holy Trinity Friends of the School Association.  Correspondence had been received stating that this year would not be a fund raising event, merely a social occasion.

c)         Coningsby Age Concern Luncheon Club.  A letter of thanks had been received for the donation towards the mini bus.

d)         Letter from parishioner.  It was proposed, seconded and carried unanimously that permission be given for a cake stall to be held in the Market Place on two occasions during June and July to support MacMillan Cancer Support.

e)         Lincolnshire Road Safety Partnership.  The Clerk was instructed to contact the Road Safety Officer to determine when the speed indicating equipment would be available.

f)          Councillors’ Training Evening.  The Clerk reported that she had provisionally reserved four places for the Councillors evening and all places were taken up.

g)         Community Grants available from ELDC.  The Clerk was instructed to pass this information to relevant parties.

3973        Financial Matters:

a)         Insurance – to resolve to accept the renewal premium of £1,055.01 due on 1st June 2007.  It was proposed, seconded and carried  unanimously that the premium be paid.

b)         Precept – to notify members that half of the precept for 2007-2008 had been received.  The Clerk reported that half of the precept had been received to the amount of £6,250.

c)         To resolve to accept a retrospective payment of £10.00 for Best Kept Village Competition entry fee.  It was proposed, seconded and carried unanimously that this payment be accepted.

d)         To resolve Payment of Accounts.  It was proposed, seconded and carried unanimously that the following payments be made.

e)         To advise Members of receipt of loan monies re Tattershall Village Hall.  The Clerk reported that the first instalment of the loan had been received.

f)          To resolve to purchase bricks for the Butterfly Hospice from money raised from flag flying.  It was proposed, seconded and carried unanimously that bricks be donated to the hospice to the value of £100.00.

g)         To resolve to purchase a scanner from LALC for £12.50.  It was proposed, seconded and carried unanimously that a scanner be purchased.

3974    HERS Scheme:  Cllr. P. Barrack declared an interest and left the room.  Cllr. G. Shaw reported that there was no further news.

3975        Car Sales on grass verge at Castle Fields:  The Clerk was instructed to report the problem to Lincolnshire County Council and to the police.

3976        Best Kept Garden Competition:

The Chairman encouraged all to take pride in their gardens ready for the forthcoming Best Kept Garden Competition.  The Judging areas were allocated as follows:

            Judging was to take place in late June and reports given at the July parish council meeting.

3977        Annual Parish Dinner:

           An update was given on progress to date.

3978        Footpath Walking:

            The following dates were arranged for members and public to walk the four footpaths starting at Tattershall Market Place at 6.30pm:   7th June, 14th June, 21st June and 28th June.

 3979    Parish Plan:  It was agreed that Cllr. H. Barrack would liaise with the Community Council to arrange for a representative to give a report to a future parish council meeting.

3980 Market Place and Greens Matters:

         a)  Flag raising report.  Cllr. G. Shaw reported that the flag had been flown on 4 public and 1 official occasion.

         b)  Refurbishment of public seat.  It was proposed, seconded and carried unanimously that paint be purchased to refurbish the seat, following which the seat would be re-sited at the end of North Road in Tattershall Thorpe.

         c) Purchase of extra dog bins. It was proposed, seconded and carried unanimously that 3 extra dog bins be purchased, to be sited on Blacksmiths Corner, the far end of Clinton Park near the wood, and close to Butts Bridge.

         d)  Inconsiderate parking in the Market Place.  Councillor P. Barrack declared an interest and left the room.  It was proposed, seconded and carried unanimously that the Clerk be instructed to write to the Highways department and the Police with regard to parking on double yellow lines and in the disabled bays.  The Clerk was also instructed to write to the management of Somerfields to request that their staff park in the car park rather than in the bays at the front of the shops.

         e)  Damaged bollards in the Market Place.  The Clerk was instructed to report the badly damaged and dangerous bollards in the Market Place.

         f)   Picnic site – poor state of decoration of women’s toilets.  The Clerk was instructed to report the poor state of repair of the ladies toilets at the picnic site.

3981 Planning Applications: 

         a)  The Clerk reported that there had been no planning applications received.

         b)  Methodist Chapel at Tattershall Thorpe.  Cllr. J. Meanwell declared an interest and left the room.  Cllr. S. Coulber reported that a computer software business had applied for planning permission.  A site meeting had been held by the Planning Committee, following which a report had been sent to the District Council informing them that there were no mains sewers in the village and suggesting an improved parking layout.

3982 Reports on Outside Meetings:

         Cllr. B. Wayman reported the Coningsby & Tattershall Sports Forum had enjoyed a successful Sports Day and they were planning to have more such occasions.

            The Clerk gave an update on the proposed Access Point at Gartree Community School.
