Minutes of the Annual Meeting of Tattershall with Thorpe Parish Council
held
on
Tuesday 4th May 2004, at 7.15pm
at Tattershall Holy Trinity Primary School,
Tattershall.
Public
Interval: members of
the public attended but no issues were brought to the Councils attention.
Present:
Cllrs: Mrs.G.M.F.Shaw–Chairman,
Cllr. S. Coulber–Vice-Chairman, K.V. Newholm, H. Barrack, J.G. Porter, J.M.
Meanwell, N G Leggate, R. Pick, C. Norman, S. M. Avison, Mrs. B. Harvey, M.
Moss, and Mrs.T.Wall (Clerk).
3418 Election of
Chairman for the ensuing year
Cllr. B. Harvey proposed and
Cllr. J. Meanwell seconded that Cllr. G. M. F. Shaw be elected as Chairman
for the ensuing year. There being no further nominations, Cllr. Shaw was
declared elected, took the chair and duly signed the Declaration of
Acceptance of Office.
3419 Election of
Vice-Chairman for the ensuing year
Cllr. S. Avison proposed and
Cllr. H. Barrack seconded that Cllr. S. Coulber be elected as Vice-Chairman
for the ensuing year, there being no further nominations, Cllr. S. Coulber
was elected.
3420 Apologies: were
received from: Cllrs: P. Barrack, I. Moses, B. Wayman and also PC Pogson,
3421 Adoption of Standing
Orders:
The Standing Orders last
revised in June 2002 were adopted for the ensuing year.
Parish
Council Committees:
The forms for Parish Council
sub committees previously circulated, were forwarded to the Clerk in time
for the next meeting, in order to allocate members to relevant committees.
3423 Venues, Dates and
Times of Meetings during 2003-2004:
It was resolved
that meetings should continue to be held at Tattershall Holy Trinity School,
on the first Tuesday of each month, commencing at 7.15pm, except in January
and August when the Council does not meet.
Minutes:
It was proposed, seconded and carried by majority that the minutes of the
last meeting held on 6th April 2004, having been previously circulated were
approved and signed.
Clerks
Report on Matters from Previous Meeting:
There were no matters to
report.
CCTV
:
Following an impressive presentation by Alarm Lines, it was decided to await
the proposal for a suitable system before matters progress further. The
Clerk was asked to forward a letter of thanks to Alarm Lines, Mr. R. Curtis
and Nina Lightfoot.
Correspondence:
ELDC –
A letter was read having
previously been circulated to members outlining dates for future meetings of
the Southern Area Committee.
ELDC – A letter was read in
response to the Councils proposals for the HERS Scheme.
Picnic
Site:
The Clerk reported that a
letter had been sent confirming the Councils’ request to be in partnership
with the County Council, for implementation of a barrier at the picnic site.

carried unanimously that the following accounts should be paid and relevant

Raising Donations:
It was proposed, seconded and
carried unanimously that the amount of £100.00 be donated to the RBLI
womens and mens section.
Best
Kept Garden Competition:
The Chairman encouraged all to
take pride in their gardens ready for the forthcoming best kept garden
competition. The judging areas were allocated as follows:

Parish Dinner:
The Clerk reported that Mr.
Cork had accepted the invitation to attend the dinner as guest speaker.
Market
Place and Greens Matters:
Village map:
Bulbs for Market Pace: Cllr. B.
Harvey volunteered to source suitable bulbs.
Christmas Tree Lights for
Thorpe: This item is to be placed on the agenda nearer the time.
Cllr. H. Barrack thanked all
those who helped tidy the Market Place recently and asked for volunteers to
help tidy the churchyard on Monday 10th May 2004 at 6.30pm.
The Clerk was asked to request
the nettles along the footpath behind Cromwell Palce be cleared as soon as
possible.
The Clerk was asked to request
the footway along North Road at Tattershall Thorpe be cleaned following the
recent high winds.
The Clerk was asked to request
the mechanical sweeper to attend the villages.
Cllr. H. Barrack reported that
there is excess water on the A153 and at Wayside Antiques.
Cllr. Shaw reported that dykes
at the Cosmoor Farm is overflowing one way.
Public
Lighting and Amenity Matters:
It was reported that the lights
along Masons Lane have still not been cleared of foliage restricting the
lighting of the footway.
Planning and Licence
Applications:
S/175/00401/04 – Somerfield
Stores: Two storey extension to existing store.
Following consideration by the
full council and after taking into consideration the letter from Mr. R.
Walker, it was proposed, seconded and carried unanimously that the
application in its present format be refused. The Clerk was asked to
forward the comments to the planning authority.
