Minutes of the Extraordinary Parish Council Meeting of Tattershall with Thorpe Parish Council held on Thursday 18th September 2008, at 7.45pm in Tattershall Library Village Hall.

Public Interval: 

Guest speakers:         Mr R Walker, Principal Conservation Officer, ELDC

                                    Mr A Ratcliffe, Area Highways Manager, LCC

                                    Mr C Davies, Architect

The Chairman welcomed guest speakers, members and approximately 20 members of the public to the meeting.  Guest speakers gave a presentation on the proposed Market Place Enhancement Scheme.

A general discussion took place with members of the public and the speakers.  The main concerns were that the proposed changes did not reflect the well being of residents, particularly on the east side of the A153.  The loss of car parking spaces was a serious problem for businesses and residents.

The consensus of opinion was that the proposed scheme should be rejected and members of the public requested that the council write to LCC and ELDC accordingly.

The Chairman thanked everyone for attending and closed the public interval.

4156    Apologies were received from Cllrs. G. Harness and C. Dawson and were accepted by the full council.

4157    Declarations of Interest:  Declarations of Interest were made by the following Councillors:

            Cllr. P. Barrack – Agenda Item 3 – Tattershall Market Place Enhancement Scheme – Prejudicial Interest – Business involved

4158    Tattershall Market Place Enhancement Scheme:  Following a general discussion, it was agreed that the proposed scheme should be rejected.  It was proposed, seconded and resolved that the following proposal be made:

            (i)         The central refuge on the A153 be enlarged

                        (ii)        The island outside the Fortescue Arms be re-aligned                                  

(iii)               The pavement outside Tattershall Engraving and the other businesses to be widened.

(iv)              To keep as many parking spaces as possible on the east side of the road

(v)                To paint double yellow lines to correspond with the refuge near to the Fortescue Arms

The Clerk was instructed to inform Mr. R. Walker and Mr. A. Ratcliffe accordingly.
