Minutes of the Annual Assembly of Electors held on

Thursday 27th May 2010 at 7.00pm at Thorpe Camp Visitor Centre

The meeting began with the election of a Chairman for the evening and it was proposed, seconded and unanimously resolved to elect Mr S Coulber.  The Chairman thanked everyone for their attendance and welcomed them to the meeting.  Short introductions followed from the representatives present from ELDC Energy Efficiency, First Contact, Call Connect, the Police, Jim Wood (VAEL) and Thorpe Camp Visitor Centre.

Apologies:  Apologies had been received from Mrs. Shaw, Mr & Mrs Savage, Mr Meanwell and Mrs Harvey.

Minutes:  of the last Annual Assembly held on Wednesday 6th May 2009 were amended where appropriate then unanimously approved and signed by the Chairman.

Matters Arising: The widening of the central reservation has been carried out, the parish plan is at the printers, the war memorial has been refurbished.  North Road kerbing will be discussed later in the agenda and no action is to be taken regarding the street lighting.

Best Kept Village Competition: The Chairman reported that Tattershall Thorpe is once again in the previous winner’s category and judging will be in August only.  Two dates have been agreed for the village clean up and they are 25th July and 1st August.

Best Kept Garden Competition: The Chairman advised that there are two competitions for Thorpe residents and the winners will be announced at the meet the neighbour’s event on September 10th.

Meet the Neighbours 6: This committee will meet in the Blue Bell on 14th June from 7pm to discuss this very popular event.  It is planned to have a quiz and food and the presentation on the Blue Bell Inn Trophy in September.

Local Charity Accounts These have not yet been received; please contact the clerk should you wish to view them in due course.

Parish Council Chairman’s Report:    This document was not available at the meeting however copies will be distributed to each home next month.

Any Other Items for Discussion:  The Chairman advised the meeting of several items requiring attention including:

  1. A pothole at the end of North Road, the clerk was requested to inform LCC
  2. The footpaths require cutting back as they are overgrown with grass – the clerk was requested to inform LCC
  3. An oak tree had been planted for the wedding of Prince Charles and Lady Diana Spencer and it was proposed to erect a plaque to commemorate this as previous dedications had been removed.  This was unanimously agreed and District Cllr S Avison advised he would be prepared to fund any costs for this project.
  4. The War Memorial has been refurbished however the bench and bus shelter require painting, it was unanimously resolved to ask the parish council to fund the paint to carry out this work.
  5. Funds have been received from Cemex to carry out kerbing works to the island at Thorpe Road and to erect a low brick wall to match the current war memorial.  Copies of the draft plans were circulated.
  6. Allotments – the meeting was advised that the allotment committee are still looking for suitable land.
  7. The footpath from the Blue Bell to Pasture Lane, it was noted that there is no demarcation.
  8. It was proposed to start flying the flag for the rest of the year until Remembrance Day.
  9. Several other items were discussed including the Old Forge, the sad death of a long standing previous Thorpe resident, an oil buyers group and a request for the neighbourhood watch scheme coordinators to be displayed on the notice board.
  10. There were also discussions regarding the event/festival on Kirkby Lane with complaints from Woodhall Spa as well as Tattershall Thorpe.  District Cllr Avison confirmed that the Police and Fire Service have voiced strong objections and further information is being sought.

Congratulations were given to Mr Coulber and appreciation for all his work with the village flowers

The representative from Thorpe Camp gave details of forthcoming events and recent acquisitions and also advised the meeting that Thorpe Camp have recently been awarded a Visit England certified location.

The Chairman thanked everyone for attending and also Thorpe Camp for the use of their facilities.  Documents were handed out by the agencies present and there being no further business, the meeting closed at 7.55pm
