Matters
Arising:
Mr S Coulber requested that the purchase of a new flag be placed on the
agenda for the next Parish Council meeting.
Cemex
Planning Application
The
Chairman, being an employee of Cemex, declared an interest in this matter.
The
clerk
read out the minutes of the meeting held on Thursday 26th March
2009 between Cemex, the parish council and other interested parties.
Best Kept
Village Competition
The
Chairman reported that Tattershall Thorpe had once again been entered into
the ‘Past Winners’ class of the Best Kept Village Competition. This section
of the competition would be judged in August. It was agreed to hold ‘tidy
up’ mornings on Sunday 14th June and Sunday 26th July,
commencing at 10am.

Garden Competition
The
Chairman advised that the competition would go ahead again this year in the
same format as previously and would be judged in the last week of July or
the first week in August. The award would be presented to the winners at
‘Meet the Neighbours 5’.

This
community event would go ahead as usual and details would be distributed by
flier.
Local
Charity Accounts:
The latest
available accounts of Coningsby Community Hall and the Bede House Trust were
available to view by members of the public.
Parish
Council Chairman’s Report:
In April
Cllr Paul Maltby resigned as councillor due to a heavy workload and family
responsibilities and the casual vacancy was filled by Mrs Caroline Dawson,
then in November it was with much regret that Cllr Bert Barrack tendered his
resignation due to ill health after many years of loyal service.
The Annual
Dinner was a ‘sell out’ with approximately 85 people attending. This year
the speaker was the extremely vociferous Judy Theobald from Radio
Lincolnshire who kept her audience highly entertained. The presentation of
the Manning Trophy took place after the dinner and this year it was awarded
to the Coningsby and Tattershall First Responders.
In June the
new Community Access Point opened to the public and the clerk moved in to
the Parish Office, where she works in partnership with other government
services. Parish Council meetings are now held in the library area on the
first Tuesday of each month with the exception of January and August.
The annual
footpath walking took place during the summer months and by and large the
footpaths were found to be in reasonably good order. A full report of their
condition was sent to the County Council. A dog waste bin has been
installed on the public footpath near the Blue Bell in Tattershall Thorpe.
In the Best
Kept Village competition, both Tattershall and Tattershall Thorpe achieved
high marks, 142 and 146 points out of 150 points respectively. This year
the Best Kept Garden competition was won by Mr and Mrs C Dodd of 7 Sleaford
Road and the small garden category was won by Mr and Mrs G Higgins of 22
Lodge Park Homes. Tattershall Thorpe’s own competition was won by Mr and
Mrs G Lane and the Blue Bell Inn trophy was presented to them at Thorpe’s
annual ‘Meet the Neighbours’ event.
After
lengthy discussions, a proposal has been submitted to enlarge the refuge on
the A153 (opposite Janet’s hairdressers) in addition to other safety works
and this will take place within the next six months.
Under the
Heritage Economic Regeneration Scheme work has been carried out to various
buildings around the Market Place including the Richard Sivill Gallery, John
& Associates and the Millennium Dragon.
The Parish
Plan Steering Group has been extremely busy and questionnaires were
distributed to every household. Results of the survey are expected shortly.
This year
it was decided to change the style of the Christmas tree lighting ceremony
which proved to be a huge success, with around 200 people of all ages
turning out. Following the usual tree lighting ceremony, a police escorted
candlelight procession wound its way to the castle where the celebrations
continued with carol singing and entertainment from the children. All in
all this proved to be a real community spirited occasion and plans are being
made for a similar event next year.
Overall,
this has been a demanding but hugely enjoyable year.

Mr. S.
Coulber advised the meeting that although planning permission had been
granted for change of use to the chapel, provision had been made to ensure
continued access to the War Memorial. The parish council were to apply for
a grant to refurbish the War Memorial shortly.
Mr. S.
Coulber gave a brief summary of the results of the Parish Plan.
Mr. S.
Coulber reported that the Parish Council had applied for grant funding to
provide kerb edgings around the grass island at the end of North Road.
Mrs. E.
Hodgson said that there was no street lighting in North Road. It was agreed
that this matter be brought to the attention of the parish council.
A resident
reported that the dyke opposite the pony field on North Road was foul
smelling and it was agreed that this matter should be brought to the
attention of the parish council.
