Minutes:

were read, approved and signed by the Chairman.
Matters
Arising:
i)
Horse
Warning Signs – Mr. S. Coulber reported the Horse Warning sign at the
Woodhall Spa end of the village was missing.
ii)
A drainage
problem resulting in floods on
Pauls Lane
was reported. Mrs B. Harvey said she would pursue this problem.
iii)
The Clerk
read out a letter from LCC advising that the likelihood of installing a
footway/cycleway from Woodhall Spa to Tattershall Thorpe was very slight.
Cemex
Planning Application
The
Chairman, being an employee of Cemex, declared an interest in this matter.
The Clerk read out the latest e-mail from the agent which stipulated that
Cemex were attempting to meet the Planning Officer with a view to thrashing
out the actions necessary to address in a supplementary that they proposed
to submit to the council. It was not expected that there would be a
submission made until April at the earliest, following which there would be
a period of public consultation. Mrs Hodson raised the issue of poor
drainage generally around the village and it was agreed that a letter should
be sent to LCC about this problem.
Dog Walking
on local footpaths
The
Chairman reported that whilst corresponding on another matter, the issue of
dog walkers not keeping to the footpaths on Park Farm land was raised. This
was due to the footpath not being defined and Mrs Harvey said she would look
into the matter. Mr S Coulber said that the footpaths were not marked on
other paths. The Clerk was requested to contact the LCC Footpaths Officer
to report the problem. The question of dog fouling, particularly near the
Blue Bell, was discussed and the Clerk was asked to request a ‘No Dog
Fouling’ sign from LCC.
Best Kept
Village Competition
The
Chairman reported that Tattershall Thorpe had once again been entered into
the ‘Past Winners’ class of the Best Kept Village Competition. This section
of the competition would be judged in August. It was agreed to hold a
village clean-up on Sunday 22nd June and Sunday 20th
July, meeting at the chapel at
10am.

Garden Competition
The
Chairman advised that the competition would go ahead again this year in the
same format as previously and would be judged in July. The award would be
presented to the winners at ‘Meet the Neighbours 4’.

Neighbours 4
This
community event would go ahead as usual and it was hoped to have a different
format this year.
Local
Charity Accounts:
The latest
available accounts of Coningsby Community Hall and the Bede House Trust were
available to view by members of the public.
Flying the
Flag
It was
agreed to continue flying the flag permanently. Should it be necessary in
the future to replace the flag, it was agreed that residents would share the
cost.
Parish
Council Chairman’s Report:
May began
with the Parish Council elections. Tattershall with Thorpe put up a full
compliment of candidates, thereby ensuring the continuation of our quality
status. Councillors Ken Newhom and John Porter did not stand for
re-election but we were joined by Councillors Pam Day, Brenda Abbiss and
Graham Harness.
Approximately 100 people attended the Parish Dinner. This year the speaker
was Alan Stennett. The Manning Trophy was presented after the dinner and
this year was awarded to Tattershall Luncheon Club.
The annual
footpath walking took place during the summer and by and large the footpaths
were found to be in reasonably good order. An application was made to the
aggregate Levy Board for a grant to obtain seats to be placed on the Kirkby
on Bain footpath and also for money to produce footpath leaflets. I am
pleased to report we were successful and the seats are now in place.
The new
footbridge over the River Bain was completed and the Council had an opening
ceremony at the site to mark the occasion. It does appear that the new
facility is very well used.
In the
Best
Kept Village competition, Tattershall Thorpe again did very well. This year
we were runner up in the Past Winners section. This really was an
achievement as this year we were up against much larger villages than
ourselves. Well done to everyone. The Best Kept Garden competition was
this year won by Philip and Sylvia Plowman of 33 Lodge Road, Tattershall and
the small garden event was won by Stephen and Louise Walker of 38 Castle
View, Tattershall. Tattershall Thorpe’s own competition was again won by Mr
and Mrs Hanson and it was presented at Thorpe’s annual ‘Meet the Neighbours’
event in the autumn.
During the
summer new dog waste bins were installed, public seats repainted and also
the bus shelter at Tattershall Thorpe had a fresh coat of paint.
Possibly
the most notable event of the summer was the floods which caused so much
damage throughout the whole area. Tattershall, I am happy to say, escaped
virtually unscathed but our thanks must go to our Flood Wardens for their
constant vigilance during this trying period.
Last autumn
the Clerk vacated the Parish Office in order to make way for the
refurbishment of the library and the construction of a new Community Access
Point. It was hoped to move back this April, but timescales seem to have
shifted a little. However over the winter period the Clerk has gained her
Certificate in Local Council Administration. Well done to her!
During the
winter a Parish Plan Steering Group Committee was set up. It is hoped that
all residents will be consulted in the coming months as to their thoughts
for the way forward for the parish.
The
Christmas Tree lighting ceremony took place as usual, although this year the
local primary schools did not actively participate. Next year there are
plans for a different format.
Overall I
think much has been achieved in the past year.
Any Other
Items for Discussion:
The hedge
along the footpath from Thorpe Camp to the Chapel was very overgrown and
encroaching on to the footpath. Mrs Harvey suggested a letter be sent to
Alan Harvey asking him to correct the matter.
It was
noted that the grass was encroaching on to the footpath along the same
stretch of road and the Clerk was asked to write to Highways.
The poor
state of the sides of the roads due to heavy lorries was discussed and the
Clerk was asked to write to Highways.
Speeding
through the village, particularly between 7.45am and 9.00am, was reported
and the Clerk was asked to enquire about the possibility of obtaining a
speed camera.
Mr S
Coulber advised everyone that Tattershall would be holding their Annual
Parish Meeting on 19th May. There would be displays by village
organisations and the Parish Plan Committee. All welcome.
Mr M.
Hodson welcomed everyone to Thorpe Camp for the Annual Assembly and went on
to describe the events and open days held at the camp.
The
Chairman thanked Mr Hodson for allowing the meetings and Meet the Neighbours
to be held in the camp.
There being
