Minutes of the Annual Assembly of Electors held on

Tuesday 22nd May 2007 at 7.00pm at Thorpe Camp Visitor Centre

 

Present:, Mr. S. Coulber who chaired the meeting, Mrs. J. Coulber, Jean Wilson, T. Hodson, E. Hodson, J. Meanwell, B. Harvey, PCSO A. Evans, Elaine Savage, Tess Rowland, Tracy  Wall, Wayne Wall, Alicia Beckett, Ian Phipps, Marjorie Abbott, John Abbott, Stephen Wattam, Valerie Wattam, John Lord and Jean Girling (Clerk)

Apologies:  There were no apologies received.

Minutes:  of the last Annual Assembly held on Tuesday 18th May 2006, were read, approved and signed, with the following amendments:

(i)  Best Kept Village Competition – Committee members should include Mr and Mrs. Abbott.

(ii)  Best Kept Village Competition – Committee members should not include Mr and Mrs Hodson.

Matters Arising:

i)   Horse Warning Signs – Mrs Wattam thanked the meeting for the provision of the horse warning signs.

Neighbourhood Watch:

The Chairman advised that the majority of the village was now covered by the Neighbourhood Watch Scheme.  The new metal signs had cost £60 and would shortly be installed at each end of the village.  It was suggested that a possible donation of £1.00 per household could be made to recover the expense.  PCSO Evans advised that most insurance companies would offer a discount now the scheme was up and running.

Best Kept Village Competition

The Chairman advised that Tattershall Thorpe had been entered into the ‘Past Winners’ class of the Best Kept Village Competition.  Two ‘Winners’ signs had been ordered from Lincolnshire County Council free of charge.

Best Kept Garden Competition

The Chairman advised that the competition would go ahead again this year in the same format as previously.   The award would be presented to the winners at ‘Meet the Neighbours 3’.

A meeting to form a committee would be held shortly.  It was hoped to have a different format this year.

Local Charity Accounts:

The latest available accounts of Coningsby Community Hall and the Bede House Trust were available to view by members of the public.

Parish Council Chairman’s Report:

The year commenced with the election of a new Chairman and Vice Chairman, Councillor Coulber and Councillor Pick respectively.  Tracy Wall, the Parish Clerk, left her position in August after 7 years and handed over to Jean Girling who seemed to have settled in well.  Jean moved into a new Parish Office adjacent to the library at Gartree School, from where she worked three days a week.

On a general note, the Council had met at 10 full meetings, all of which had been well attended.  Training courses had been attended on many diverse subjects from burial grounds to planning and finance.

The guest speaker for the Annual Parish Dinner was the Lord of the Manor, Julian Kitchener Fellowes which was a great success.

The annual walking of footpaths during the summer attracted several members of the public and by and large the paths proved to be in fairly good order.

The HERS Scheme was extended for a further year, with more properties in the Market Place benefiting.  The new railings were installed around the War Memorial in good time for Remembrance Sunday, also the new iron bench was now in position on the green, the old wooden one being removed for renovation.  At last there was news of the footbridge over the River Bain that the Parish Council had for years campaigned to get reinstated.  In fact the footings were laid down during the winter and a brand new bridge should be in place sometime in the early summer.

The Manning Trophy was this year awarded to Councillor Coulber.  This year the Best Kept Garden competition was won by Mr and Mrs Samuel McDowell for the larger garden and to Mr and Mrs Kimsey for the smaller garden category.  Tattershall Thorpe also had their own separate competition for the first time and this was won by Mr and Mrs Hanson and the trophy was presented at the annual ‘get together’ of Meet the Neighbours 2 at Thorpe Camp.

Every year both Tattershall and Tattershall Thorpe had entered the Best Kept Village Competition to no avail.  This year however, Thorpe pulled out all the stops and to everyone’s surprise, including ourselves, managed to win.  Our moment of fame was well publicised on TV, radio and in the press.  Part of our prize was a tree and commemorative plaque.  The tree planting ceremony took place in the autumn attended by a large number of residents.

Thorpe had also initiated a number of Neighbourhood Watch Schemes, which now cover the majority of the village.

A new parish notice board had been sited on Castlefield and a new dog waste bin had been placed on Clinton Park.

The Christmas tree lights survived the festive season unscathed.

The year had ended with the Parish Council election and a full compliment of fifteen candidates put up for nomination – quite a credit for the parish.

Any Other Items for Discussion:

Mrs B. Harvey said Lincolnshire County Council had put a new drainage gate in at the end of Chapel Lane and were using it as a soak away.

Mrs. T. Wall said that to date the maple trees along North Road had not been trimmed back.  The Clerk was asked to contact the Highways department.

Mrs. E. Hodgson reported that speeding was a regular occurrence in the village and she was advised to inform the police about the problem.

The possibility of installing a public footpath from the village to Woodhall Spa was suggested as the road was extremely dangerous.  The Clerk was asked to investigate this possibility.

The Chairman thanked Mr. J. Abbott for his continued efforts in raising the flag, Mr. M. Hodson for the use of Thorpe Camp and Pcso A. Evans for her vigilance.

There being no further business, the meeting closed at 7.45pm.
