Minutes of the Annual Assembly of Electors held on

Tuesday 26th May 2005 at 7.00pm at Thorpe Camp Visitor Centre

 

Election of Chairperson: Cllr. S. Coulber was elected Chairperson for the purpose of this meeting.

Minutes:  of the last Annual Assembly held on Tuesday 13th May 2004, were read, approved and signed.

Matters Arising:  There were no matters arising

Local Charity Accounts:

The latest available accounts of C.A.T.S and the Bede House Trust were available to view by members of the public.

Best Kept Village Competition

Cllr. S. Coulber advised the parishioners that Tattershall Thorpe had been entered into the Best Kept Village Competition.  Following a discussion it was agreed that the village is looking excellent at the moment and all present said they would clear litter when seen.  District Councillor Avison was thanked for his hard work in obtaining the Parish two further cleaning hours which had been noticed in Tattershall Thorpe.

Bus Shelter

Following a discussion and the public, viewing two options of bus shelter to replace the original one, it was decided that the smaller less expensive shelter would suffice. Mr. Wattam volunteered to maintain the new shelter once in place.

Recycling Centre

The proprietor of the Blue Bell Inn had offered his site to situate a glass recycling centre for community use.  The parishioners were in favour of this providing it could be situated away from the road to the rear of the site.

Trafalgar Weekend 21st October to 23rd October 2005

Having discussed this matter at length, it became apparent that the parishioners of Thorpe would like to join in the Trafalgar Weekend Celebrations on 21st October 2005.  This event is to commemorate the bicentenary of the Battle of Trafalgar.  A committee was formed and the first meeting was arranged for Thursday 2nd June at 7.30pm to be held at the Blue Bell Inn. Mr. M. Hodgson offered Thorpe Camp Visitor Centre as the venue for this event.

Parish Council Chairman’s Report:

Another year has raced past all too quickly, and once again we have our Annual Parish Meeting. During the past year we have been joined by Cllr J. Pow, following the resignation of Cllr S. Avison. I would like to thank Cllr Avison for his hard work over the years, and hope we continue to see him from time to time in his capacity as our District Councillor.

Councillors continue to be active in the community, and have attended a variety of training courses and outside meetings. Tattershall also hosted a training session on the subject of Quality Councils, which saw people coming from a wide radius. There have been 25 planning applications, which were considered, and grants of £580 made to local causes.

That is apart from money donated following requests for the raising of the flag in the Market Place. A further £200 has been collected and donated in this way. Congratulations must go to our clerk for completing her portfolio and becoming accredited. This has meant more work producing the application for the Council to gain Quality Status, which we hope to achieve in the near future. This should enable the council to have more say in the running of local affairs. Being vocal will help to gain services for the community, to the benefit of all. We have recently gained extra cleaning for the village, which will help us as a tourist area. The website is running well, with the number of hits going up each month. There are links to other local sites, so we are able to reach a wide variety of people, who we hope will be encouraged to visit. Following some technical hitches, the village map should soon be displayed, with the tourist leaflet to follow. The HERS scheme is into its 3rd year, with Tattershall gaining a lot of benefit from the grants. Several properties in the conservation area have undergone work with the scheme, with interest shown by some other owners. We are still waiting to hear which project will be our final public bid. Three projects were offered for consideration, all in the Market Place area. Tattershall Holy Trinity School has undertaken a pilot project with the scheme, on the topic of Citizenship. The children have thoroughly enjoyed their work, which will go on public display. Our thanks go to them for their participation. Parish footpaths have been walked, with members of the public again joining councillors. It means that we will not lose our paths, with a regular report on their condition going to the Highways department, ensuring maintenance. The lighting of the Christmas tree was again held with a school fair, after the blessing and carols. The Manning Trophy was awarded to the Harness family, and the Best Kept Garden trophies went to ‘Farthings’ and 1 Browning Court. These are harder to judge each year, with so many worthy candidates. The village also entered the Best Kept Village competition, losing only half a mark. Future projects include provision of notice boards for Clinton Park and Castlefields, along with maps of the parish. Funds have also been set aside for CCTV, additional street cleaning, a loan to the Village Hall for improvement to the toilet facilities, and a proposed upgrading of the footpath to the river. I would like to thank all councillors for their support and work over the past year, and also those members of the public who turn out to help tidy our village, put up the Christmas tree, and other unsung jobs. Without them our village would not be such a pleasant place to live.

Any Other Business:

The Clerk advised the meeting that the Parish Footpaths are walked annually and invited them all to join in.  This event will be publicised.

Mr. Meanwell asked whether there was any information on the future of the Chapel. Unfortunately this is unknown at present.  Mr. Meanwell informed the meeting that gravel extraction will be taking place along Annpasture Lane in the near future.

The highways were discussed at length with concerns regarding the narrow part of Chapel Lane being used by heavy goods vehicles.  It was felt that a sign restricting heavy goods vehicles should be placed. The Clerk was asked to forward this to the next full Council meeting for discussion.

Mr. M. Hodgson welcomed everyone to the Thorpe Camp Visitor Centre and the parish members thanked him for his hospitality.

There being no further business, the Chairman closed the meeting.
