Minutes of the Annual Assembly of Electors held on Friday 7th May 2010 at 7.00pm at Tattershall Village Hall
 

The members of the public were welcomed to the meeting and following the serving of refreshments the meeting commenced.

Present: J Wood, J Edwards, C Dawson, P Roberts, P Hogg, G Shaw (Chairman), M Blanchard, V Everett, B Haynes, V Haynes, G Hayward, J Roberts (Vice Chairman), B Harvey, D Shaw, J Pow, H Kay, P Barrack and K Elliott (Clerk)

Displays/representatives of the following organisations: Police, Coningsby & Tattershall Community Newsletter, First Contact, ELDC Energy Efficiency, Royal British Legion.

Apologies: were received from the following:  The Womens Institute and Mr S Crow plus Cllrs Pick, Coulber, Meanwell and Leggate.

Minutes: of the last Annual Assembly held on Friday 1st May 2009 were read, approved and signed.

Matters Arising:  There were no matters arising from the minutes.

Annual Parish Dinner:  The Chairman reported that the Annual dinner had been held on the 30th April and the format had been changed to a hog roast.  The event had made a profit and this would be donated to a local charity.

 Best Kept Village Competition: The Chairman advised that Tattershall had been entered into the Best Kept Village Competition 2009, and encouraged all to take pride in the village.  The first round of judging would take place in June.

Best Kept Garden Competition The Chairman reported that this event would take place as usual and announced the winners of the 2009 competition.  Judging would take place in June and July with the winners announced in August.

Local Charity Accounts: These had not yet been received and would be made available to the public at a later date.

Police Report:  PCSO A. Evans gave a summary of the past year with specific details relevant to Horncastle sector of which Tattershall is a part.

Parish Councils Chairman’s Report:  Cllr Mrs G Shaw read the outgoing chairman’s report to the meeting.

Over the autumn and winter months we have had three changes of parish councillors and I must take this opportunity to thank Mrs. B Wayman, Mrs. P Day and Mrs. B Abbiss for their contribution to the parish and welcome the new councilors Mr. P Hogg, Mrs. H Kay and Mrs. P Roberts.  Councillors continue to attend training events keeping abreast of current legislation and also regularly volunteer to clean areas of the villages.

The Annual Dinner was well supported and approximately 80 people enjoyed an evening with the speaker Mr. Barrie Haynes talking about his life on the buses.  The Manning Trophy was also presented at this event and Mr. D Shaw was the surprise recipient.

The Community Access Point continues to be the home of the Parish Office and is now manned by our new Clerk Mrs. Karen Elliott, where she works in partnership with other government services.  Parish Office opening hours are Tuesday, Wednesday and Friday from 9.30am until 12.30pm.  The parish Council meetings are held in the Library on the first Tuesday of each month except January and August.

The annual footpath walking took place during the summer months and by and large the footpaths were found to be in a reasonably good order.  A full report to their condition was sent to the County Council.  More dog waste bins have been installed on the public footpaths in our parishes.  Footpath improvements have been carried out by the County Council following Parish Council recommendations.

In the Best Kept Village Competition Tattershall achieved high marks 102 out of 120 but were not fortunate enough to get through to the next round.  Tattershall Thorpe being past winners in 2006 are in a separate competition which is judged in August.  In 2009 the Best Kept Garden Winners were Mr. & Mrs. Lane, Mr. & Mrs. Holt and Mr. & Mrs. Mackinder.  Presentations were made to each winner.

The refuge on the A153 has been enlarged and it is hoped that this will improve safety at this point of our very busy road.

The Parish Plan Steering group has been very busy finalising the Parish Plan ready to go the printers.  It is hoped that this document will be launched soon and delivered to every home within the two villages.

The new format of the Christmas Tree Lighting Ceremony which proved successful last year was again very popular with over two hundred residents supporting the event. More lights were purchased to decorate the tree and the service following the switch on was well attended.  All in all a real community occasion.

We have dealt with two large and controversial planning applications endeavouring to represent the views of the residents to the best of our ability

Overall, this has been a demanding but enjoyable year.  R Pick, Chairman.

A copy of this report and the full annual parish council report will be distributed to every home in both villages.

 Any Other Business: other items discussed included

a)                 Youth Achievement Awards – these have been instigated by both Tattershall with Thorpe Parish and Coningsby Town Councils and nominations are coming and they will be awarded at the Lions Fun Day on 26th June.

b)                 Allotments – a committee has been formed and land is being sought.  Possibilities are being persued and the committee is quietly optimistic.  Both parish clerks were thanked for their support.

c)                  Jim Wood – Key Community Contact, VAEL – This new job objective is to support elderly people who are isolated and require assistance from other service providers.  VAEL also offer free courses to all.

d)                 Coningsby & Tattershall Community Newsletter – Thanks was given to the parish council for the financial support it has given this year and should anyone wish to contribute to the next newsletter the deadline is 31st May.

e)                 Royal British Legion – details were given to the meeting of support given to 9 local schools and other work carried out by local volunteers, including the free gardening/handyman services.

f)                    First Contact, Eve Roach – support for the over 60’s with housing and transport and security.  Offering a one stop shop communicating to those in need.

g)                 ELDC energy efficiency – advice was given about saving water, electricity and also about renewables and loft insulation.  Information was given about warm front and grants for new boilers.

The Chairman offered her thanks to all those in attendance and further refreshments were served.

There being no further business, the Chairman closed the meeting at 7.55pm.
