Minutes:
of the last Annual Assembly held on Monday 19th May 2008 were
read, approved and signed.
Matters
Arising:
There were no matters arising from the minutes.
Annual
Parish Dinner:
The Chairman reported that the Annual dinner would be held on Friday 15th
May at 7.30pm. Mr. B. Haynes was guest speaker and tickets were available
at £12.50 per head.
Best
Kept Village Competition:
The
Chairman advised that Tattershall had been entered into the Best Kept
Village Competition 2009, and encouraged all to take pride in the village.
The first round of judging would take place in June.
Best Kept
Garden Competition
The
Chairman reported that this event would take place as usual. Judging would
take place in June and July with the winners announced in August.
Local
Charity Accounts:
The latest
accounts of the Bede House Trust and Coningsby Community Hall were available
to view by members of the public.
Police
Report:
PcSO A. Evans gave a summary of the past year. Crime had reduced by 20.2%
and anti-social behaviour by 38.5%. Burglaries had risen by 143% which
amounted to an extra 10 crimes. The Neighbourhood Police Panel comprised of
representatives from both villages and they gave regular reports to the
police. The current priority was parking issues. Speeding was an ongoing
issue. Anti-social behaviour with vehicles had decreased significantly and
residents were encouraged to obtain registration numbers whenever possible.
Parish
Councils Chairman’s Report:
In
April Cllr Paul Maltby resigned as councillor due to a heavy workload and
family responsibilities and the casual vacancy was filled by Mrs Caroline
Dawson, then in November it was with much regret that Cllr Bert Barrack
tendered his resignation due to ill health after many years of loyal
service.
The
Annual Dinner was a ‘sell out’ with approximately 85 people attending. This
year the speaker was the extremely vociferous Judy Theobald from Radio
Lincolnshire who kept her audience highly entertained. The presentation of
the Manning Trophy took place after the dinner and this year it was awarded
to the Coningsby and Tattershall First Responders.
In
June the new Community Access Point opened to the public and the clerk moved
in to the Parish Office, where she works in partnership with other
government services. Parish Council meetings are now held in the library
area on the first Tuesday of each month with the exception of January and
August.
The
annual footpath walking took place during the summer months and by and large
the footpaths were found to be in reasonably good order. A full report of
their condition was sent to the County Council. A dog waste bin has been
installed on the public footpath near the Blue Bell in Tattershall Thorpe.
In the
Best Kept Village competition, both Tattershall and Tattershall Thorpe
achieved high marks, 142 and 146 points out of 150 points respectively.
This year the Best Kept Garden competition was won by Mr and Mrs C Dodd of
7 Sleaford Road
and the small garden category was won by Mr and Mrs G Higgins of 22 Lodge
Park Homes. Tattershall Thorpe’s own competition was won by Mr and
Mrs G Lane
and the Blue Bell Inn trophy was presented to them at Thorpe’s annual ‘Meet
the Neighbours’ event.
After
lengthy discussions, a proposal has been submitted to enlarge the refuge on
the A153 (opposite Janet’s hairdressers) in addition to other safety works
and this will take place within the next six months.
Under
the Heritage Economic Regeneration Scheme work has been carried out to
various buildings around the Market Place including the Richard Sivill
Gallery, John & Associates and the Millennium Dragon.
The
Parish Plan Steering Group has been extremely busy and questionnaires were
distributed to every household. Results of the survey are expected shortly.
This
year it was decided to change the style of the Christmas tree lighting
ceremony which proved to be a huge success, with around 200 people of all
ages turning out. Following the usual tree lighting ceremony, a police
escorted candlelight procession wound its way to the castle where the
celebrations continued with carol singing and entertainment from the
children. All in all this proved to be a real community spirited occasion
and plans are being made for a similar event next year.
Overall, this has been a demanding but hugely enjoyable year.
Any Other Business:
Proposed Tesco development: - Mr. A. Ratcliffe, Area Highways
Manager, gave a brief report of the current situation from the Highways
perspective. No official planning application had been submitted but there
had been a number of discussions between Highways and Tesco.
Mr. R. Pick advised that a public meeting would be held when
the plans had been received.
Yvonne Bates, Group Scout Leader, advised that the Scouts
were currently taking part in a Partnership Award and were carrying out
environmental tasks around the village which included litter picking, seed
planting and tidying up the churchyard. They had 3 years life left in their
hut and were actively fund raising.
The Coningsby & Tattershall Womens Institute said they would
be pleased to welcome new members from Tattershall.
Mr Roger Ede, representative of Friends of Holy Trinity
Church, reported that it was necessary to raise £800,000 to carry out
essential work on the church. A larger membership was encouraged in order
to indicate the health of the project.
Mr. B. Haynes gave a brief summary of the work of the Parish
Plan Steering Group.
Mrs. P. Day spoke about the work of the Youth Club which was
held in Coningsby. There were 39 children on the books aged between 10 and
16 years.
There being no further business, the Chairman closed the
meeting at 7.45pm.
