Chairman:
In line with government legislation, as Mr. R. Pick, Chairman of the Parish
Council, was in attendance, he chaired the meeting.

Minutes:
of the last Annual Assembly held on Tuesday 8th May 2007 were read, approved
and signed.
Matters
Arising:
There were no matters arising from the minutes.
Annual
Parish Dinner:
The Chairman reported that the Annual dinner had been held on Friday 9th
May with 85 attendees. Judy Theobald from Radio Lincolnshire was guest
speaker and Mrs Sue Kind provided the refreshments. It was an excellent
evening enjoyed by everyone.
Dog Walking
on local footpaths
The Chairman reported
that whilst corresponding on another matter, the issue of dog walkers not
keeping to the footpaths on Park Farm land had been raised. This was due to
the footpath not being defined and Mrs Harvey said she would look into the
matter. Mr S Coulber said that the footpaths were not defined on other
paths. The Clerk was requested to contact the LCC Footpaths Officer to
report the problem. The question of dog fouling, particularly near the Blue
Bell, was discussed and the Clerk was asked to request a ‘No Dog Fouling’
sign from LCC. The Chairman reported that the annual programme of footpath
walking would take place on 12th, 19th, 26th
June and 3rd July with the 10th July as a reserve in
case of poor weather, meeting at 6.30pm in the Market Place.
Best
Kept Village Competition:
The
Chairman advised that Tattershall had been entered into the Best Kept
Village Competition 2008, and encouraged all to take pride in the village.
A date for litter picking was set for Sunday 8th June, at 2.00pm, meeting in
the Market Place.
Best Kept
Garden Competition
The
Chairman reported that this event would take place as usual. Judging would
take place in June and July with the winners announced in August.
Local
Charity Accounts:
The latest
accounts of the Bede House Trust and Coningsby Community Hall were available
to view by members of the public.
Parish
Councils Chairman’s Report:
May
began with the Parish Council elections. Tattershall with Thorpe put up a
full compliment of candidates, thereby ensuring the continuation of our
quality status. Councillors Ken Newhom and John Porter did not stand for
re-election but we were joined by Councillors Pam Day, Brenda Abbiss and
Graham Harness.
Approximately 100 people attended the Parish Dinner. This year the speaker
was Alan Stennett. The Manning Trophy was presented after the dinner and
this year was awarded to Tattershall Luncheon Club.
The
annual footpath walking took place during the summer and by and large the
footpaths were found to be in reasonably good order. An application was
made to the aggregate Levy Board for a grant to obtain seats to be placed on
the Kirkby on Bain footpath and also for money to produce footpath
leaflets. I am pleased to report we were successful and the seats are now
in place.
The
new footbridge over the River Bain was completed and the Council had an
opening ceremony at the site to mark the occasion. It does appear that the
new facility is very well used.
In
the Best Kept Village competition, Tattershall Thorpe again did very well.
This year we were runner up in the Past Winners section. This really was an
achievement as this year we were up against much larger villages than
ourselves. Well done to everyone. The Best Kept Garden competition was
this year won by Philip and Sylvia Plowman of 33 Lodge Road, Tattershall and
the small garden event was won by Stephen and Louise Walker of 38 Castle
View, Tattershall. Tattershall Thorpe’s own competition was again won by Mr
and Mrs Hanson and it was presented at Thorpe’s annual ‘Meet the Neighbours’
event in the autumn.
During the summer new dog waste bins were installed, public seats repainted
and also the bus shelter at Tattershall Thorpe had a fresh coat of paint.
Possibly the most notable event of the summer was the floods which caused so
much damage throughout the whole area. Tattershall, I am happy to say,
escaped virtually unscathed but our thanks must go to our Flood Wardens for
their constant vigilance during this trying period.
Last autumn the Clerk vacated the Parish Office in order to make way for the
refurbishment of the library and the construction of a new Community Access
Point. It was hoped to move back this April, but timescales seem to have
shifted a little. However over the winter period the Clerk has gained her
Certificate in Local Council Administration. Well done to her!
During the winter a Parish Plan Steering Group Committee was set up. It is
hoped that all residents will be consulted in the coming months as to their
thoughts for the way forward for the parish.
The
Christmas Tree lighting ceremony took place as usual, although this year the
local primary schools did not actively participate. Next year there are
plans for a different format.
Overall I think much has been achieved in the past year.
Any Other Business:
PCSO Alison Evans
reported that 20-25 local Coningsby and Tattershall youths who wished to put
something back into the community had formed a group and they intended to
carry out a voluntary litter pick. It was agreed to write to their Chairman
to invite him to a parish council meeting.
The issue of cars
parking on double yellow lines, particularly outside Somerfields, was
raised. Mrs Harvey advised that she had raised this issue with Pc Bustin
who had given assurances that he would issue tickets.
The issue of speeding
through the village was raised, particularly on the A153, and PCSO A. Evans
advised that speeders were actively being targeted.
Mrs Sivill raised the
issue of people cycling on pavements. PCSO A. Evans advised that this
practice was actively being targeted.
Mr Haines raised the
issue of rubbish being thrown by children from
Gartree
School.
It was agreed that as Tattershall had entered the Best Kept Village
competition, the Clerk should write to
Gartree
School
to bring this matter to their attention.
There being no further
business, the Chairman closed the meeting at
7.30pm.
