Minutes of the Annual Assembly of Electors held on Tuesday 8th May 2007 at 6.30pm at Tattershall Holy Trinity Primary School
 

Election of Chairman: In line with government legislation, as Mr. S. Coulber, Chairman of the Parish Council, was in attendance, he chaired the meeting.

Present:

Mr S. Coulber, Mr. R. Pick, Mrs. G. Shaw, Mr. H. Barrack, Mrs J. Pow, Mr. J. Roberts, Mr. P. Barrack, Mr. G. Harness, Mrs. P. Day, Mrs. B. Abbiss, Mrs. B. Wayman, Mr. J. Porter, Mr. S. Avison and Mrs. J. Girling

Apologies: were received from the following: Mrs. B. Harvey, Mr. P. Maltby,  

PCSO A. Evans.

Minutes: of the last Annual Assembly held on Tuesday 2nd May 2006, were read, approved and signed.

Matters Arising: There were no matters arising from the minutes.

Annual Parish Dinner:  The Chairman advised that the Annual dinner was to take place on Friday 11th May and approximately 98 people had reserved tickets.  The guest speaker was Mr. Alan Stennett of Radio Lincolnshire.  Anchor Catering would provide a hot meal as an alternative to a cold buffet.  Raffle prizes had been donated by councillors and the clerk.

Best Kept Village Competition:

The Chairman advised that Tattershall had been entered into the Best Kept Village Competition 2007, and encouraged all to take pride in the village.  A date for litter picking was set for Sunday 3rd June, at 2.30pm, meeting in the Market Place. 

Local Charity Accounts:

The latest accounts of the Bede House Trust and Coningsby Community Hall were available to view by members of the public.

Parish Councils Chairman’s Report:

The year commenced with the election of a new Chairman and Vice Chairman, Councillor Coulber and Councillor Pick respectively.  Tracy Wall, the Parish Clerk, left her position in August after 7 years and handed over to Jean Girling who seemed to have settled in well.  Jean moved into a new Parish Office adjacent to the library at Gartree School, from where she worked three days a week.

On a general note, the Council had met at 10 full meetings, all of which had been well attended.  Training courses had been attended on many diverse subjects from burial grounds to planning and finance.

The guest speaker for the Annual Parish Dinner was the Lord of the Manor, Julian Kitchener Fellowes which was a great success.

The annual walking of footpaths during the summer attracted several members of the public and by and large the paths proved to be in fairly good order.

The HERS Scheme was extended for a further year, with more properties in the Market Place benefiting.  The new railings were installed around the War Memorial in good time for Remembrance Sunday, also the new iron bench was now in position on the green, the old wooden one being removed for renovation.  At last there was news of the footbridge over the River Bain that the Parish Council had for years campaigned to get reinstated.  In fact the footings were laid down during the winter and a brand new bridge should be in place sometime in the early summer.

The Manning Trophy was this year awarded to Councillor Coulber.  This year the Best Kept Garden competition was won by Mr and Mrs Samuel McDowell for the larger garden and to Mr and Mrs Kimsey for the smaller garden category.  Tattershall Thorpe also had their own separate competition for the first time and this was won by Mr and Mrs Hanson and the trophy was presented at the annual ‘get together’ of Meet the Neighbours 2 at Thorpe Camp.

Every year both Tattershall and Tattershall Thorpe had entered the Best Kept Village Competition to no avail.  This year however, Thorpe pulled out all the stops and to everyone’s surprise, including ourselves, managed to win.  Our moment of fame was well publicised on TV, radio and in the press.  Part of our prize was a tree and commemorative plaque.  The tree planting ceremony took place in the autumn attended by a large number of residents.

Thorpe had also initiated a number of Neighbourhood Watch Schemes, which now cover the majority of the village.

A new parish notice board had been sited on Castlefield and a new dog waste bin had been placed on Clinton Park.

The Christmas tree lights survived the festive season unscathed.

The year had ended with the Parish Council election and a full compliment of fifteen candidates put up for nomination – quite a credit for the parish.

Any Other Business:

Mrs. B. Harvey advised the meeting that grants were available from the Aggregates Levy Board and bids were invited by the 1st of June.  It was agreed to hold a parish council Public Lighting and Amenities Committee meeting to discuss the possibilities.

Mr. S. Avison offered his congratulations, on behalf of the parish council and all parishioners, to ex Cllr. J. Porter for his many years of service to the community.  At that point the Chairman made a formal presentation, on behalf of the parish council, to Mr. J. Porter.

There being no further business, the Chairman closed the meeting.
