ANNUAL REPORT 2005-2006

 The time has come once again to let you know what as been happening with Tattershall with Thorpe Parish Council over the past year. It has certainly been another busy and exciting year, as The Parish Council has gained its ‘Quality Council’ Status being only the third in the County to do so. This should bring further responsibility to the Council, enabling it to take on more roles in the community.  Hopefully, further funding will also follow. Cllr. Paul Maltby from Tattershall joined the team of hard working Councillors this year, very young and full of enthusiasm.  Paul has already joined the Parish Plan Committee which should begin to evaluate the needs and aspirations of the village over the next few months. There is currently a vacancy for a Parish Councillor, after Cllr. Norman resigned this year, so if you would like to join the team, and have an interest in community life please contact Mrs. J.  Finance: In this financial year the Council is pleased to have been able to make grants and donations to the amount of £1810.00  distributed within this financial year to local organisations and charities. £3000.00 has also been donated to the HERS Scheme, which will bring some changes to the Market Place area of Tattershall.

The Flag Flying experience is becoming ever popular and local people are being recognised -without their knowledge sometimes.  Congratulations to all those who have had the flag flown in their honour for whatever reasons, major birthdays and even achievements have been recognised throughout this year. This has raised a further £200.00 towards local charities!!  If you would like to have either the Union Jack or the St. Georges flag flown for your special occasion, contact Gill Shaw on 01526 342509.

Finance Meeting: The Parish Council Finance Committee meet in November, when the budgets for the forthcoming year are set and any requests from residents and community groups within the parish are considered.  Should you wish the Council to consider funding local charities or projects which are for the benefit of the community please contact the Clerk for an application form.

 

  What’s Been Going On:

 Trafalgar Day: Well what a fantastic occasion to celebrate.  Both villages held their own celebrations.  Tattershall held night time walking around Tattershall Castle, courtesy of Shelley Garland.  Very spookey, but what a spectacular view when you reach the top!!  This was followed by a bonfire at Tattershall, with mulled wine, hot chocolate drinks and biscuits and cakes. Tattershall Thorpe also held a super bonfire at Thorpe Camp Visitor Centre, with homemade soups, with sparklers for the children. ‘Bring your own meal’ was very popular with everything from crisps and biscuits to complete roast meals. The Trafalgar Quiz and Beetle Drive were very well received and a good time was had by all. 

 Map & Notice boards: Have you noticed the new Village Map in the Market Place, situated on the smaller green opposite the supermarket and post office.  This is for the benefit of residents, walkers and tourists visiting our village, showing all the streets in Tattershall and Tattershall Thorpe.  There is also space for notices on the back of the noticeboard.  If you wish to advertise events please contact the Clerk, Mrs. J.  Annual Tree Lighting Ceremony with Carols and Christmas Fair. This event is very festive and very popular now, with carols to be sung and lights flickering in the cold winters evening.  Literally I mean, as the lights appeared to prefer the darkness when it came to switching them on. But all was well in the end and the afternoon was a huge success once again for the Tattershall Holy Trinity Primary School Annual Christmas Fair.   Funny how one thinks ‘it will never happen here’ Well it did. Not just once but twice.  The beautiful Christmas tree lights were stolen and smashed twice during the festive season.  It would seem someone wasn’t feeling very festive at all.  If you happen to know anything about this please call the Clerk on 01526 348910

 Annual Parish Footpath Walking: This is always an enjoyable event when members of the Council and public join together, dogs too, and walk all four parish footpaths during the summer months.  Any areas which need attention are reported to the Footpath Officer at Lincolnshire County Council, who works closely with the Council to ensure that safety is maintained.

Why not join in the fun and walk along the footpaths to discover the local wildlife and beautiful scenery Tattershall with Thorpe has to offer.

 Tattershall Thorpe Chapel: This is one of the Chapels which are under review.  The New Life Church no longer uses the Chapel so we will have to wait and see who the new occupants are.  In the meantime, the war memorial gates at the Chapel have been re-painted and cleaned and planting around the Chapel enhances its beauty.

 Flood Wardens: The Council is very pleased to have three dedicated flood wardens on the team, who are there to keep a close eye on the ever changing British weather.  They are Councillor P. Barrack, who can be contacted at the Post Office on 01526 342822 or 01526 342165, Cllr. R. Pick (Deputy Safety Officer) 01526 343298 and finally Mr. D. Shaw, who can be contacted on 01526 342509.  If you have any safety issues which urgently need addressing please do not hesitate to contact any of the Safety Team detailed above.

Bus Shelters: The Bus Shelter at Tattershall is now serving its purpose as the Local Education Authority have re-arranged their bus route to pull into Tattershall Market Place to collect and drop off Children, making it so much safer than having to cross the main road. Tattershall Thorpe also has a new bus shelter, re-instated after an unfortunate traffic accident.  Planting around this shelter is certainly helping to enhance the area. Mid you, the thieves even tried to ruin this, by stealing the newly planted shrubs!!!!

Council Projects:

The HERS Scheme has now been successfully completed in this year. Tattershall was the village which gained the most from the scheme and the benefits can clearly be seen around the market place.

Cleaning: The Councillors all work very hard cleaning around the village, and on occasion members of the public and children have helped along the way.  The War Memorials in Tattershall and Tattershall Thorpe have both been cleaned, sprucing them up for another year.  Some of the village seats have been either cleaned or re-painted, with a few left to do shortly.

New Parish Council Office: At the March meeting, Councillors agreed that it was time the Council had its own office to conduct its affairs and ensure the Council is seen as active now that Quality Status has been gained.  Premises are being sought, so hopefully you will be able to call in to the new office very soon for all that advice and information so often needed.

Competitions:

Best kept Village Competition was once again entered into by Tattershall and Tattershall Thorpe.  Councillors’ and members of the public made a concerted effort to make both villages more attractive. Tattershall had a very good competition once again, but unfortunately didn’t quite score enough to get through to the next round.  Maybe 2006 will be the year for Tattershall. Tattershall Thorpe also did very well, the new planting around the Bus Shelter and Chapel impressed the judges enormously and was evident in the judge’s remarks.

 The Best Kept Garden Competition is always a favourite as this competition is completely anonymous to the proprietor.  The Rose Bowl Trophy is awarded annually to the winning garden in the ‘Standard Garden’ category, and the Barrack Trophy to the winner of the ‘Container Garden’ Category.  This year the large garden category was won by Mr. & Mrs. Maltby, and the small garden by Mr. & Mrs. Holt. If you would like to have your garden judged for next year, start sprucing up your front garden and making it look eye catching and well maintained.  Who knows, there could be a judge looking at your splendour in the summer of 2006!!! Watch the notice board for results during August and September.

Chairman’s Report

The most exciting event of the council year was the granting of Quality Status, which was achieved through a lot of hard work by Councillors, and most especially by the clerk. The certificate was presented at the AGM of the LALC in Horncastle.

On a general note, council has met at 11 full meetings, with an increased attendance from the previous year. There is currently a vacancy for a Councillor. Numerous courses have been attended, e.g. chairmanship, funding, financial responsibilities, local govt reorganisation, to name but a few. The change in the way we pay for courses has meant that more of our Councillors have been able to attend, so we all have far more chance to be updated on new practices. This is of benefit to the council and the parish.

34 planning applications have been considered through the year. The Village Hall has been given a loan of £2,500 and a grant of £1,000 to continue with the upgrading and improvements. The Manning trophy was awarded to Doris Rudd, for her many efforts to help people in the village, and her work within the British Legion. The Best Kept Garden competition continues to be an enjoyable task for Councillors in the summer. This year has seen the formation of the East Lindsey Assembly, which I have attended both times. This is a forum involving parishes, district and County Councillors, along with young people, and is helping with dialogue between all the different agencies. I am also attending the steering group meetings for the assembly. I have been honoured to represent the Council at several civic functions over the year.

There are some projects still in the pipeline, the most important being the search for a parish office. We are also still trying to get a footbridge reinstated over the river.

We are also unfortunately saying farewell to our Clerk, who is leaving after 7 years. I have thoroughly enjoyed working with her during my time as Chairman, and have valued her assistance and knowledge. She has managed to keep us on the straight and narrow – no mean feat at times. We wish her well for the future. I am completing my time as Chairman, which I have thoroughly enjoyed, although there have been a few headaches along the way. It is a very interesting position to hold, and it has been a privilege to represent the parish in this way.
