  This year has seen a number of changes and lots of things happening with the Parish Council.  Cllr. S. Avison resigned from the Council but continues to serve the Parish as District Councillor.  Cllr. Moses has also left the Parish Council, but Cllr. Jane Pow, from the newly renovated Pow Cottage in Tattershall, has joined us, supporting the remaining Councillors on the Planning Committee.  There is currently a vacancy waiting for a new enthusiastic member of the community to take on the role of Councillor. Please contact the Clerk for further information if you have an interest in community life.

The Councillors have all been very busy once again.  The Market place has been spruced up and litter picking is a constant past time. Two extra hours cleaning time for the Parish have brought benefits already, especially at Tattershall Thorpe.  The Market Place has had extensive bulb planting around the trees, which brightened it up during the spring.  There is also an extra seat situated at Butts Bridge for the benefit of all.

Finance: In this financial year the Council is pleased to have been able to make  grants and donations to the amount of £1215.00  distributed within this financial year to local organisations and charities. The Council has appointed Serviceteam to maintain the village grassed areas and verges throughout both Tattershall and Tattershall Thorpe.

The Flag Flying experience is becoming ever popular and local people are being recognised -without their knowledge sometimes.  Congratulations to all those who have had the flag flown in their honour for whatever reasons, major birthdays and even achievements have been recognised throughout this year. This has raised £200.00 towards local charities!!  If you would like to have either the Union Jack or the St. Georges flag flown for your special occasion, contact Gill Shaw on 01526 342509.

Community In Action Newsletter.  The Council was pleased to sponsor one of this years newsletters, which is a superb way to ensure local news and various activities are brought to each home in the parish.

Finance Meeting: The Parish Council Finance Committee meet in November, when the budgets for the forthcoming year are set and any requests from residents in the parish are considered.  Should you wish the Council to consider funding local charities or projects which are for the benefit of the community please contact the Clerk for an application form.

  What’s Been Going On:

 Telephone Kiosk: With changing times and increased usage of mobile phones, the telephone kiosk at Doctors Corner proved to be no longer viable. Therefore, following Ofcom’s review, the decision was made to remove it. 

Annual Parish Footpath Walking: This is always an enjoyable event when members of the Council and public join together, dogs too, and walk all four parish footpaths during the summer months.  Any areas which need attention are reported to the Footpath Officer at Lincolnshire County Council, who works closely with the Council to ensure that safety is maintained.

The Picnic Area:  Has had a gate fitted which is opened and closed daily by Mr. Bellamy, who the Council are grateful to.

Tattershall Thorpe Chapel: This is one of the Chapels which are under review.  The New Life Church no longer uses the Chapel so we will have to wait and see who the new occupants are. 

Bus Shelter at Tattershall Thorpe:  This was unfortunately demolished in a road traffic accident, but is now to be replaced with a similar style and should be in place by the end of the summer, just in time for the winter weather arriving!

Flood Wardens: The Council is very pleased to have three dedicated flood wardens on the team, who are there to keep a close eye on the ever changing British weather.  They are Councillor P. Council Projects:

CCTV is still an ongoing project.  We are trying to secure a suitable position to locate the camera but once this is confirmed the next stage should take place.

The HERS Scheme is in its final year. This scheme has been extremely successful in the market towns of Horncastle, Alford, Spilsby and Wainfleet, and Tattershall is delighted to be included in this most recent scheme.  Have you noticed the new windows in Janet’s Hairdressers or even Something Fishy?  Look out for further changes in the Market Place!

Competitions:

Best kept Village Competition was once again entered into by Tattershall and Tattershall Thorpe.  Councillors’ and members of the public made a concerted effort to make both villages more attractive. Tattershall had a very good competition only losing ½ a point, but unfortunately even this couldn’t see Tattershall through

to the next round.  Maybe 2005 will be the year for Tattershall. Tattershall Thorpe also did very well, the new planting around the Bus Shelter and Chapel impressed the judges enormously and was evident in the judge’s remarks.

 The Best Kept Garden Competition is always a favourite as this competition is completely anonymous to the proprietor.  The Rose Bowl Trophy is awarded annually to the winning garden in the ‘Standard Garden’ category, and the Barrack Trophy to the winner of the ‘Container Garden’ Category.  This year saw the new Barrack Trophy being presented for the first time to the winner of the Container Garden category.

If you would like to have your garden judged for next year, start sprucing up your front garden and making it look eye catching and well maintained.  Who knows, there could be a judge looking at your pride and joy in the summer of 2005!!! Watch the notice board for results during August and September.

Chairman’s Report

Another year has raced past all too quickly, and once again we have our Annual Parish Meeting. During the past year we have been joined by Cllr J. Pow, following the resignation of Cllr S. Avison. I would like to thank Cllr Avison for his hard work over the years, and hope we continue to see him from time to time in his capacity as our District Councillor. Councillors continue to be active in the community, and have attended a variety of training courses and outside meetings. Tattershall also hosted a training session on the subject of Quality Councils, which saw people coming from a wide radius.

 There have been 25 planning applications, which were considered, and grants of £580 made to local causes.

Congratulations must go to our Clerk for completing the portfolio and becoming accredited. This has meant more work producing the application for the Council to gain Quality Status, which we hope to achieve in the near future. This should enable the council to have more say in the running of local affairs. Being vocal will help to gain services for the community, to the benefit of all.

We have recently gained extra cleaning for the village, which will help us as a tourist area. The website is running well, with the number of hits going up each month. There are links to other local sites, so we are able to reach a wide variety of people, who we hope will be encouraged to visit. Following some technical hitches, the village map should soon be displayed, with the tourist leaflet to follow. The HERS scheme is into its 3rd year, with Tattershall gaining a lot of benefit from the grants. Several properties in the conservation area have undergone work with the scheme, with interest shown by some other owners. We are still waiting to hear which project will be our final public bid. Three projects were offered for consideration, all in the Market Place area.

Tattershall Holy Trinity School has undertaken a pilot project with the scheme, on the topic of Citizenship. The children have thoroughly enjoyed their work, which will go on public display. Our thanks go to them for their participation. The lighting of the Christmas tree was again held with a school fair, after the blessing and carols. The Manning Trophy was awarded to the Harness family, and the Best Kept Garden trophies went to ‘Farthings’ and 1 Browning Court. These are harder to judge each year, with so many worthy candidates.

Future projects include provision of notice boards for Clinton Park and Castlefields, along with maps of the parish. Funds have also been set aside for CCTV, additional street cleaning, a loan to the Village Hall for improvement to the toilet facilities, and a proposed upgrading of the footpath to the river.

I would like to thank all Councillors for their support and work over the past year, and also those members of the public who turn out to help tidy our village, put up the Christmas tree,  and other unsung jobs. Without them our village would not be such a pleasant place to live.

 Finally: Parish Council meetings are held monthly (except August and January) at the Holy Trinity Primary School, starting at 7.15pm on the first Tuesday of each month.  It is always a pleasure to see members of the public attending the meetings as the Council members then know that they are working for the parish and its residents and are able to continue making Tattershall with Thorpe an up and coming community for all to enjoy.  So, if you have anything you wish to be discussed by the Council, please submit details in writing to the Clerk: Mrs. J.
